SAN DIEGO (KGTV) — San Diego Police say the man found shot behind a Midway District strip mall was the victim of an armed robbery.Police received a call on Wednesday just after 6 p.m. over shots fired and a vehicle collision in the 3600 block of Midway Dr. Officers arrived to find a grey Acura had crashed into a retaining wall behind several businesses. Inside, the driver had been shot at least once.The man, identified as 18-year-old Eduardo Salguero of San Diego, was taken to a nearby hospital but died of his injuries.Investigators say they've learned that Salguero had arranged to purchase an item through Snapchat. When he arrived to meet the sellers, two Hispanic males entered his vehicle. During the meeting, one of the suspects pulled out a handgun and the transaction turned into an armed robbery.Multiple gunshots were fired inside the vehicle, police said. The two suspects then fled on foot. Police only described the suspects as Hispanic males, between 20-30 years old, who were wearing dark clothing at the time. SAN DIEGO (KGTV) — San Diego's Registrar of Voters addressed worries over ballots that may have been filled out using Sharpies, saying the ballots will not be disqualified.Wednesday, an attorney working for President Donald Trump's campaign claimed supporters who used Sharpies on their ballots are worried that their votes are being thrown out as Arizona's vote tally continued. There's no evidence that Sharpie votes have been disqualified and the Maricopa County Elections Department has said that ballots won't be impacted because a Sharpie was used.RELATED: 'Sharpie ballots' have the attention of a Trump campaign hoping to flip ArizonaThursday, the San Diego Registrar of Voters offered a similar statement, saying Sharpies — even if they bleed through the ballot — will not disqualify votes. Part of this is because ballots are printed in an off-set pattern, meaning "bubbles" for races and measures do not overlap on each side of a ballot."Regardless, using a Sharpie does not invalidate the ballot. Our voting system prevents a situation where if a voter uses a Sharpie to vote and it bleeds through to the other side, it will not impact any 'bubbles' on the opposite side," the Registrar said.The county added that polling locations do not provide Sharpies and instead use "archival pens," which were identified to be the best writing instrument more than a decade ago."In San Diego County, we do not provide Sharpies to voters to mark their ballot. What we use are archival pens, which we researched over 10 years ago as the best marking instrument for a voter. The ink in the archival pen actually helps in preventing bleed through of the ballot while ensuring the 'bubble' is clearly marked," according to the Registrar.As of Thursday afternoon, the county has recorded more than 1.2 million ballots and had about 370,000 left to process. SAN DIEGO (KGTV) - Scientists at the Hubbs-SeaWorld Research Institute are working to replenish the California Halibut population.In October, they released 2,300 juvenile halibut into Mission Bay. Those fish were bred, born and raised at the institute. They hope it's just the start of a robust replenishment program."The species is pretty heavily depleted and for that reason, they're a good candidate to help boost the species," says Mark Drawbridge, the Institute's Director of the Sustainable Seafood Program.Recent surveys show the California Halibut is down to 14 percent of what its population should be. The most severe drop has come in Southern California.Hubbs hopes it can replicate the success it had with the White Seabass. It has released nearly 2.5 million seabass into the wild in the last 35 years."A lot of the process is transferable from one species to another," says Drawbridge.The Dick Laub Fisheries Replenishment Program oversees every step of the process, from breeding to release. Drawbridge says they've seen success in every phase so far."Our survival rates from egg to juvenile stage are typically 20 percent or higher," he says. "Compare that to the wild, where it would be a fraction of a percent. That's more than adequate to produce tens of thousands of fish."The next step is seeing how the halibut survive in the wild. The Institute put stainless steel trackers in each fish and will monitor them over the next few years.The program is funded through private donations, many of which come from fisherman who need a healthy halibut population to make a living. 1602

SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System has approved a plan to convert all of the agency's 800 buses to a zero-emission fleet by 2040.The agency will send its plan to the California Air Resources Board for certification. State regulations require public transit agencies to gradually transition to all-zero emission bus fleets by 2040.MTS' plan aims to cut down on greenhouse gas emissions by about 43% over the next 19 years. The cost of the full transition is about 1 million over that same time frame. It will cost about 5 million more to acquire land and build a new facility to accommodate additional electric buses, according to MTS.A "first-in-the-nation" overhead gantry system is also included in the plans to automate charging."MTS has been testing six electric buses in revenue service over the past 10 months and we’ve been very pleased with their performance," said Sharon Cooney, MTS Chief Executive Officer. "The performance data makes us confident that we can make a transition to an entire fleet of zero-emissions buses over the next 19 years, and continue to provide the highest quality of service our passengers expect and deserve."The busses will be rolled out in priority to routes through communities considered by MTS to experience the most negative impacts of greenhouse gas emissions and environmental health. MTS plans to also utilize a mix of electric and hydrogen fuel cell vehicles to meet its goal. 1461
