According to the National Weather Service, a cold trough will drop to the southwest Monday, triggering showers along and west of the mountains. The freezing level will fall quickly late in the day, resulting in the possibility of icy conditions on roadways. A total of one to two inches of snow is expected along portions of Interstate 8 above 3,500 feet. A winter weather advisory is in effect from 6 a.m. to 9 p.m. Monday above 4,000 feet. 768

SAN DIEGO (KGTV) -- A 25-year-old was arrested Wednesday following an officer-involved shooting sparked by a chase late Saturday night. According to police, Alfonso Flores, 25, was arrested and charged with two counts of assault with a deadly weapon on a police officer, one count of evading and one count of possession of a stolen vehicle. Officers tried to pull over a Ford F-150 that was reported stolen around 10:30 p.m. Saturday on the 1900 block of Dairy Mart Road.Police say the driver didn’t stop, instead driving into a cul-de-sac, making a u-turn and driving toward officers.RELATED: Chase leads to officer-involved shooting in Imperial Beach“Believing his partner was going to be run over, one officer fired his service weapon to defend the other officer,” police said in a news release.At some point during the pursuit, police say Flores threw a handgun out of the truck.RELATED: One shot, killed at Linda Vista recreation centerThe suspect eventually stopped on the 1200 block of Holly Avenue in Imperial Beach and ran away from the scene with a female passenger.Police say the officer who fired at the suspect is a three-year veteran of the department. SAN DIEGO (KGTV) - A California lawmaker is planning to move forward on a housing bill that would eliminate hyper low-density zoning near transit and job centers.Senate Bill 50 aims to clear the way for apartment buildings and affordable housing in those locations so more people can live near transit and near where they work, proponents say.California State Senator Scott Wiener of San Francisco tells 10News, in January SB 50 will come back before the Senate, and he intends to move it forward.RELATED: Making it in San Diego: Zoning rules partially responsible for low housing supply, report says"California has a massive housing shortage – which threatens our economy, environment, and diversity – and state action is essential to solve this major problem," Wiener said in a statement.While they wait for action at the state level, some San Diego community groups are pushing for local lawmakers to move forward with their version, dubbed SD 50."We are still working in these neighborhoods to try and change those communities," said Ricardo Flores, executive director of the Local Initiatives Support Corporation (LISC) San Diego.Flores said the City of San Diego needs to end its single-family home zoning regulations. He said housing segregation in San Diego can be tied to the city's zoning policies.RELATED: City Council approves plan to ease San Diego parking regulations for more affordable housing"History shows us that it was created to discriminate against families in San Diego," Flores said. "That's really the crux of this story is that these laws were created to keep people apart, to divide black and white families so they did not live together in the same communities and they've been wildly successful."Flores and other local groups, including NAACP San Diego, Chicano Federation, Urban League of San Diego, and California YIMBY are asking city leaders to craft and pass a local version of Senate Bill 50.In October, the coalition took their initial pitch to members of the city's Land Use and Housing Committee, asking the city to ditch single-family zoning."The immediate benefit is we can see that people who have needs can move into communities where there are more opportunities, and we then reduce the concentration of poverty in communities that have been segregated," Flores said.RELATED: Making It in San Diego: County streamlines process to build granny flatsBut not everyone's sold on the idea coming out of Sacramento.10News spoke with San Diego City Council President Pro Tem Barbara Bry who is against Senate Bill 50. Bry represents District 1, which includes the communities of La Jolla, University City, and Carmel Valley."I'm against SB 50 because I'm against state efforts to control local land use planning," Bry said. "I believe San Diegans should be in control of what happens in our neighborhoods. Furthermore, SB 50 did nothing to guarantee that we would get one more unit of affordable housing."Bry said she's concerned about costs and meeting climate action plans goals, neither of which she found addressed in SB 50.RELATED: Making It In San Diego: Neighbors protest high density housing planBry told 10News she supports single-family zoning and believes if the city is going to bring down the cost of housing, it needs to build more housing in transit corridors."One of the major costs of housing is the fees," Bry said. "Fees are what pay for the infrastructure because of Prop 13. The state can pick up that cost of infrastructure. There was nothing in SB 50 to mandate that."If San Diego updated its zoning policies, it wouldn't be alone.City leaders in Minneapolis passed "Minneapolis 2040" which aims to increase affordable housing and racial disparities in housing.Ricardo Flores said he believes it's time for politicians to make San Diego more inclusive."If you own a single-family home on your lot and you want to keep that you should be allowed to keep it, but if you like me and are interested in building a couple extra units for mom and dad to move into or to rent it out to help pay for a mortgage you should be allowed to do that," Flores said.In a statement to 10News, San Diego City Council member and Land Use and Housing Committee member Scott Sherman wrote, "A recent study noted that 47 percent of housing costs are due to government red tape and regulation. Since taking office, I have worked to reform land use codes and streamline the permitting process to make homebuilding less expensive. I appreciate the efforts of SD50 and look forward to diving into the details of their proposal." 4568

  

San Diego (KGTV) –  Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city.   The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours.  720

  

SAN DIEGO (CNS) - Two major freeway connectors in San Diego will be closed overnight for routine maintenance, Caltrans announced.The southbound Interstate 5 connector to eastbound state Route 52 near La Jolla and the southbound Interstate 15 connector to westbound Interstate 8 in the Mission Valley East area will both be closed at 3 a.m. Saturday, with the I-15 closure expected to reopen at 8:30 a.m. and the I-5 closure set to reopen at 9 a.m.Caltrans crews will be performing landscape maintenance at the I-5 junction with SR-52. Those needing to head east on from the interstate to the highway will be directed to drive past the closed junction, exit at Clairemont Drive, get on northbound I-5 and then take SR-52 east.The closure in Mission Valley will allow Caltrans crews to make electrical repairs. Signs on southbound I-15 during the repair work will direct drivers to exit the interstate at El Cajon Boulevard and reenter the northbound lanes of I-15 to connect with westbound I-8.Caltrans reminded drivers to be work-zone alert by avoiding distracted driving, paying attention to traffic and slowing down when approaching work zones. 1154
