(AP) — The Mercury News reports that California’s largest utility company said its equipment might have caused a fatal wildfire last month in Northern California.Investigators for the state have seized some of Pacific Gas & Electric’s gear in connection with the blaze, known as the Zogg fire, the company told state regulators. The blaze broke out Sept. 27 near the Shasta County town of Igo. The Shasta County wildfire began in the vicinity of Zogg Mine Road and Jenny Bird Lane. I felt little.  It's just a mess! Everything is a mess!   This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. In May, regents will take up the more contentious issue of whether to raise tuition for California residents by 2.7 percent, or 2.California residents currently pay ,630 in "system-wide tuition and fees" annually, as do out-of-state students who also pay a "supplemental tuition" of ,014.Thursday's vote increased the supplemental tuition for out-of-state students to ,992, bringing the new total for out-of-state students' tuition and fees to ,622. The UC estimates that room and board, books and other costs add about ,000.California residents make up about 82 percent of the 217,000 undergraduates at UC schools, while about 6 percent of students come from out-of-state. International students account for 11 percent of UC students.Students have vocally opposed any increases and urged regents to push harder for state funding.Lt. Gov. Gavin Newsom, who is a UC regent and also running for governor, voted against the increase on Thursday, saying there was still time to put pressure on the Legislature."I feel once again we're letting them off the hook by making a decision prematurely," Newsom said. SAN MARCOS, Calif. (KGTV) - Several white nationalist posters were discovered at California State University San Marcos, campus officials said Tuesday.The posters, which were found at various locations Monday, advertised a group that is identified by multiple civil rights organizations as a hate group, according to CSUSM.According to the university, the group responsible for putting up the posters, Identity Evropa, is the same group that put up posters at SDSU in February. The university believes the timing of the posters is connected to the Pittsburgh shooting.University Police removed the posters, which violated the college’s posting policy, officials said. The college is investigating the matter.“While we grieve for the victims and offer our support to those impacted – the survivors, their friends, family members and loved ones – I want to be clear: White supremacy and anti-Semitism, or any other doctrines that expose hate and elevate one group above another, have no place at Cal State San Marcos,” said CSUSM President Karen Haynes in a news release.“We strongly condemn language and actions that promote racism, anti-Semitism, homophobia, violence, discrimination and other forms of hate. Furthermore, we will remain committed to our values and guiding principles as a University, which compel us to respect and model the diversity of our region within a context of social justice and educational equity.”Dr. Haynes said staff members at Student Health and Counseling Services were available, in addition to the Office of University Ombuds and the Cougar Care Network and SOAR.CSUSM encouraged anyone who witnessed incidents of bias or hate on campus to report it to University Police at 760-750-4567 or the Office of Inclusive Excellence at 760-750-4039.“We are in this together, and I know that our collective power can create change, not only here at CSUSM but across our region, state, nation and world.
