SAN DIEGO (KGTV) -- A school bus crashed into a San Diego Center for Children dormitory Wednesday afternoon, creating a massive hole in the side of the building.Officials say a San Diego Unified School District bus driver lost control of the bus on the 3000 block of Armstrong Street, causing the bus to collide with the building.No children were inside the building or the bus at the time of the crash. The bus driver was taken to the hospital as a precaution.Contractors have responded to the scene of the crash to assess the damage to the building. Officials with the center say all eight rooms in the dormitory are unusable following the incident. 659

SAN DIEGO (KGTV) -- After months without any organized sports or youth activities, the San Diego Junior Lifeguard program resumed Monday under strict guidelines to prevent the spread of the coronavirus.For Addison Watson, it was a day she thought would never come. On Monday, she joined hundreds of other kids to take part in the San Diego Junior Lifeguard program.“I’ve been sitting in my room on a desk with my computer, staring at a screen. This is nice to be outside,” Addison said.When the COVID-19 pandemic shut everything down, there was a concern there wouldn’t be a program this summer.However, organizers pressed on and prepared just in case. Once the green light was given by San Diego County health officials, they had everything up and running.The program opened up with health measures in place, including having families do health screenings at home. Additionally, each participant and the entire staff will have to go through another health and temperature screening on site each day.Participants and staff are also required to wear masks and will have to follow social distancing guidelines. To help with distancing, the program will be spread out at more locations.The participants will also be broken up into smaller groups -- unlike before, they will stay within this group to keep the interaction to fewer people.Heather Rabe, program manager for the San Diego Junior Lifeguard Program, said, “We're following an operational safety protocol plan that we've been developing and working on and adjusting as new guidelines have come out for the last two months.”10News was also told other agencies within the state and outside of California will use this similar model when it comes to their aquatic programs. 1735

SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. The State has given us impossible guidelines, which will keep businesses closed or limited for many more months! I hope my colleagues will join me in rejecting this non-sense,” Fletcher tweeted on Monday.Under the new state monitoring metrics, San Diego County is currently in Tier 2, also called the Red Tier. Last Tuesday, San Diego's state-calculated unadjusted case rate was 6.9 per 100,000 residents and the testing positivity percentage was 4.2%. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier.Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. The money is from a relief program Fletcher established in May.The majority of the money available will be given to businesses in communities experiencing economic challenges and poverty.Applications are still being accepted on the county's website. 2335

  

SAN DIEGO (KGTV) -- A second lawsuit has been filed by family members of a mother and daughter killed by a YouTube star in a deadly wrong-way crash last year.18-year-old Trevor Heitmann, known as McSkillet on YouTube, drove his McLaren the wrong way on I-805 in August 2018. The crash killed Aileen Pizarro and her 12-year-old daughter Aryana. This latest lawsuit was filed August 22nd by Angelo Pizarro and Arcelio Garcia. Pizarro is one of the sons of Aileen Pizarro. Garcia is the father of Aryana. A lawsuit earlier this summer was filed by Aileen Pizarro's other son, Dominic, and her father. The lawsuit claims wrongful death and negligence by the City of San Diego and the County of San Diego. The family is also suing Heitmann’s estate. It states that San Diego police received a “mental case” call that Heitmann was “screaming, paranoid and delusional and threatening to harm his mom.”Police were advised by a licensed psychiatrist that Heitmann needed to be “possibly placed on a 5150 mental hold,” according to court records. However, officers did not speak to or evaluate Heitmann to determine if he was a danger to himself or others. The lawsuit also states that “one or more of the Police Officers represented or implied that they were part of a San Diego County Psychiatric Emergency Team.”Team 10 reached out to both county and city officials. As of Wednesday afternoon, there was no comment regarding the lawsuit from the city. A county spokesperson said they have not seen the lawsuit yet. Cynthia Chihak, the attorney for Pizarro and Garcia, sent Team 10 a statement which reads in part:"I am privileged to represent Angelo Pizarro, the son of Aileen Pizarro, and Arcelio Garcia, the father and sole heir of twelve year old Aryana Pizarro, who were killed on August 23, 2018 when their car was struck head-on by a McLaren automobile driven by Trevor Heitmann... This family is not excusing Mr. Heitmann’ s reckless behavior, but believe this tragic loss of three lives could have been prevented if the City of San Diego has taken seriously earlier reports of his violent and dangerous behavior. The loss suffered by this young man Angelo, of his mother and sister and the loss to Mr. Garcia of his daughter can never be rectified. SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California. The family is waiting for their new trial date. 2489
