(AP) -- Sodas and energy drinks in California could soon come with a warning about increased risks for diabetes and tooth decay under a bill that has narrowly cleared the state Senate.The Senate voted 21-11 on Thursday to require warning labels on sugar-sweetened drinks that contain 75 calories or more per 12 fluid ounces. The label would be on the front of the container, in bold type and separate from all other information.The bill passed despite significant opposition from the beverage industry. Records show the American Beverage Association spent more than 3,000 since January lobbying against the bill and others.Other proposals that would have taxed soda and banned "Big Gulp" style drinks were shelved earlier this year.Bill author Sen. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

  

Right now there is a mystery taking place over the Southwest United States.Hundreds of thousands of birds have been found dead since the beginning of September, according to wildlife experts in New Mexico and Colorado, where some of the most have been reported.“[It’s] really strange. Literally, birds dropping out of the sky type of thing,” said Alison Holloran, the executive director Audubon Rockies. “I actually got emails from Texas and New Mexico as well, where they’re also seeing larger numbers of die-offs.”The crowdsourcing website inaturalist.org has become a spot for people to post pictures of birds they have found as a way to provide more information to biologists and wildlife experts working to figure out why this is happening.The site reports more than 1,000 incidents have been reported involving 191 different bird species.“This is a very strange event,” said Travis Duncan, a spokesman with Colorado Parks and Wildlife. “Heavy smoke from the wildfires may have played a part in creating navigation challenges for the birds.”Duncan says biologists are still performing necropsies to determine a cause, but he says all signs point to a combination of the wildfires raging across the western United States and an early-season cold front at the beginning of September that brought snow and freezing temperatures to parts of the Midwest and Southwest.Duncan says it may have caused the birds’ main food source, which is insects, to die off, forcing these birds to migrate without enough fat and weight to keep them safe once the cold front hit.“This is a web of life. RIVERSIDE, Calif. (AP) — A Southern California man has been arrested on suspicion of making more than 10,000 harassing phone calls to government offices, including some that included death threats against those answering the phone, federal prosecutors said.Robert Stahlnecker, 48, was arrested at his home in the Mojave Desert town of Twentynine Palms on Friday and held in federal custody after making an initial court appearance, the U.S. Attorney’s Office said.He was charged with threatening federal officers and employees, making interstate communications with the threat to injure a person and anonymous telecommunications harassment.There his no listing for his home phone number and it couldn’t immediately be determined if he has an attorney. His arraignment was scheduled for Dec. 26.According to a 20-page complaint filed in federal court, the calls included three he made within five minutes on Aug. 28 to a congresswoman’s office in San Mateo. Prosecutors said he threatened to come to the office and kill the staffer who answered the phone.On Sept. 28, he allegedly made eight calls in seven minutes to the Washington office of a U.S. senator from Ohio. During the calls prosecutors said he used vulgar language in berating and threatening to kill an intern who answered the phone.Neither member of Congress was identified.In all, prosecutors said, Stahlnecker has made more than 10,000 calls to government agencies and elected officials since January.Prosecutors say U.S. Capitol Police have been investigating harassing and threatening calls allegedly made by Stahlnecker for at least 10 years. According to the affidavit, he has been convicted of harassment in New Jersey and making terrorist threats in Pennsylvania. 1742
