SAN FRANCISCO (AP) — A scathing grand jury report released Tuesday after a 2018 Northern California wildfire killed 85 people found that Pacific Gas & Electric officials repeatedly ignored warnings about its failing power lines, performed inadequate inspections to focus on profits and refused to learn from past catastrophes. The 92-page summary says PG&E's corporate culture elevated profits over safety and encouraged shortcuts in delivering highly dangerous power. SAN FRANCISCO (AP) — California has joined nearly two dozen states and municipalities in suing the federal government to stop a new rule that lets health care clinicians decline to provide abortions and other services that conflict with their moral or religious beliefs.California's Attorney General Xavier Becerra filed a lawsuit Tuesday in San Francisco that calls the rule unlawful, reckless and contradictory to laws that seek to protect patients from discrimination and ensure access to care.It says the new rule effectively authorizes discrimination and could curb access to health care for LGBTQ Californians, among others.A similar lawsuit filed in New York federal court on Tuesday was brought by 23 states and municipalities.The city of San Francisco sued over the regulation on May 2, hours after President Trump announced it. 845

SAN DIEGO (KGTV)- Business owners across San Diego County were bracing for the possibility of shifting back into the most restrictive purple tier Tuesday.The county barely avoided the move and can stay in the red tier for now.“The up and down is very difficult to run any business without having any known information about what the future brings,” said Scott Lutwak, CEO of Fit Athletic Club, which has five locations in the county. “It’s been just a rollercoaster of open and close again.”If the county had to move back into the purple tier, gyms and fitness centers would have to go back to outdoor operations only.“It’s not easy to just move all the equipment that you had inside and move it into your parking lot and create a gym,” he said.Under the red tier, they can operate inside at 10 percent capacity. Lutwak said that’s still just not enough.“This number has been a very difficult number for our industry to digest because we simply cannot operate at 10 percent of our capacity.”Restaurants were also set to move back outside if we hit the purple tier. Under the red, they can offer indoor dining at 25 percent capacity.“There’s no clear path to 100 percent, there’s no plan to get us back open, and that’s really shocking to us,” said Angie Weber, co-owner of Cowboy Star Restaurant and Butcher Shop.She said her East Village business would not survive another shutdown.Weber said California’s color-coded tier system makes things more difficult for already struggling business owners, as they’re constantly worrying about what could happen next.“We need to fix this, we’re just going to be on this seesaw,” she said.While San Diego County teeters between the red and purple tiers with no orange or yellow in sight yet, both Lutwak and Weber hope county leaders and health officials can take back local control.“If we use the governor’s formula, our businesses are basically never going to be able to reopen,” said Lutwak. 1943

San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence. Among them were Sir Patrick Stewart, Brent Spiner, Jonathan Del Arco and Jeri Ryan.Fifty years to the day after the first moon landing, Trekkers got an intergalactic treat at San Diego Comic-Con. At the panel, fans got to see a sneak preview of "Star Trek: Discovery The Third Season" and the new animated series "Star Trek: Below Deck". The biggest applause came when Sir Patrick Stewart, who plays Captain Jean-Luc Picard appeared on stage. Stwart returns to the franchise in the new series, "Star Trek: Picard," a story about the Captain after "Star Trek: Next Generation"."I knew that something very unusual was going to happen, and I wanted to be a part of it," Stewart said.
