(KGTV) -- Several activist groups will gather outside the Carlsbad Police Department on Thursday, demanding change following a controversial encounter between an African-American man and Carlsbad officers last month.The group will release details on a meeting they had with the Assistant Chief of Police for the City of Carlsbad, Mickey Williams. The meeting was organized to address the use of force and arrest of a Black man by officers on June 11.The police department previously released a video that juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw.RELATED: Police release body camera footage amid public concerns over officer misconductA witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. Two other videos from police body cameras show officers meeting paramedics who were called out to a report of a man face down on the sidewalk. Police say that while medics evaluated Harshaw, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told Harshaw to stop, but he continued to yell as they tried to cuff him.Officers reported that they then used a Taser to subdue him after he continued to yell, struggle, turn and pull away.Activists dispute the department's account of the night, and they are asking the department to create an oversight board that would include community members, as well as review its de-escalation policy. 1545
Chad Daybell, the husband of a woman whose children have been missing since September, appeared in court on Wednesday after two sets of human remains were found on his property.During Wednesday's court appearance, prosecutor Rob Wood said the remains were those of 7-year-old Joshua "JJ" Vallow and 17-year-old Tylee Ryan, both of whom have been missing since September.Kay Woodcock, JJ's grandmother, also confirmed to East Idaho News that one set of the remains are those of her grandson's.Police have not yet publicly confirmed the identity of the remains.Daybell faces two counts of evidence destruction, alteration or concealment. His bail was set at million. Should Daybell make bail, he will be required to stay in certain parts of Idaho and will wear an ankle monitor. He also cannot have contact with the families of the victims. Daybell was arrested Tuesday shortly after police served a search warrant on his home in Idaho. Two criminal complaints allege Daybell willfully concealed or aided and abetted in the willful concealment of human remains, "knowing that said human remains were about to be produced, used and/or discovered as evidence in a felony proceeding, inquiry and/or investigation authorized by law, with the intent to prevent it from being so produced, used and/or discovered."Daybell is married to Lori Vallow, the mother of JJ and Tylee. She was arrested in Hawaii in connection with her children's disappearance on Feb. 20 and was extradited back to Idaho. She remained jailed despite several attempts to lower her bond.JJ and Tylee went missing in September, shortly after Daybell and Vallow married. Daybell's former wife, Tammy, died of what was believed to be natural causes shortly before Daybell and Vallow married. CAPE CORAL, Fla. -- Police arrested a Cape Coral man Sunday morning for taking target practice in his apartment after adjoining neighbors found bullet holes in their bedroom.61-year-old Ivan Bakh is charged with Shooting Into a Dwelling, and Reckless Discharge of Firearm in Public/Private Place.According to Cape Coral Police, neighbors reported being woken up by a loud bang and found a large hole in their headboard, right over their heads.Further investigation also found bullet holes into the opposite wall and in the far wall of the adjacent living room.Police contacted the next door neighbor, Bakh, in the apartment building located in the 3400 block of Skyline Boulevard. Officers located the room opposite the neighbor's bedroom, which contained a large thick book against the wall with a red circle drawn on it. The book appeared to be used as a target, and had been penetrated by three rounds.A 9mm casing was located in the hallway between the bathroom and the bedroom of Bakh's residence. Also located inside the home was a safe containing a 9mm Glock. The rounds located inside the magazine of the Glock handgun were a match to the 9mm spent casing located on the ground inside the residence. Bakh was arrested and transported to the Lee County Jail. 1305
