SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN DIEGO, CA (KGTV) - Four students have tested positive for COVID-19 in the Del Mar Union School District (DMUSD).The district has since launched a dashboard on its website to inform the school community about any active cases at each school.“We’re just being very transparent and keeping families informed,” said Jenni Huh, the Director of Student Services for DMUSD.Two students tested positive for COVID-19 at Sage Canyon School, one student tested positive at Sycamore Ridge School, and another student tested positive at Torrey Hills School.“We received the results directly from the families, and we were able to respond very quickly,” said Huh. “I’m very happy to say that they are doing very well, and we have not had any other cases.”Huh said all students and staff who came in contacted with those who tested positive are quarantined for 14 days.“If we learned of a presumed positive case, we would treat it exactly as the same way that we would respond to a confirmed positive,” she added.Parents are also notified if their child was potentially exposed to someone who possibly came in contact with someone who tested positive.At Sage Canyon, parents learned of the two positive COVID-19 cases over the weekend.By Monday, students in the two impacted classrooms were able to transition back to online learning.They will continue online learning during the two-week quarantine.DMUSD Superintendent Holly McClurg said district officials developed a Safe Reopening Plan over the summer to respond to these situations. She said the methods worked as expected.“To see children not miss a beat with their instruction has been great,” she said.While many parents may still have concerns sending their children off to school knowing this could happen at any moment, McClurg said the district’s goal is to be transparent and work with families to make the transition back to in-person learning go as smoothly as possible. 1933

  

SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob. SAN FRANCISCO (AP) — A U.S. judge in San Francisco has refused to immediately allow the Trump administration to enforce a ban on asylum for any immigrants who illegally cross the U.S.-Mexico border.Judge Jon Tigar on Friday rejected the Justice Department's request to suspend his earlier order temporarily blocking the ban. Tigar said the administration had still not shown that the ban was legal.At issue is President Donald Trump's Nov. 9 proclamation that barred anyone who crossed the U.S.-Mexico border between official ports of entry from seeking asylum. Trump issued the proclamation in response to caravans of migrants approaching the border.Tigar on Nov. 19 sided with legal groups who argued that federal law is clear that immigrants in the U.S. can request asylum regardless of whether they entered legally. 827
