SAN DIEGO (KGTV) - After weeks of large crowds, no masks or social distancing in Ocean Beach, the City of San Diego put together a compliance team to educate people about the county’s public health order.A team of about 12 people consisting of code compliance, parking enforcement, and park rangers handed out face masks to those who didn’t have them on and asked for compliance.“There was unacceptable levels of people coming together, congregating together getting really, really close without masks or social distancing,” said Joel Day, the senior advisor for COVID Response and Recovery with the City of San Diego. “We’re asking people don’t congregate here, please wear a mask if you’re around other people, and please socially distance and so far it’s looking pretty great.”Within one hour, Day said the team handed out about 300 masks.Earlier in the day, residents noted that Veterans Plaza in Ocean Beach appeared to be less crowded. But as the sun went down, the drum circle returned, and so did the crowds. They cleared out by about 10:30 PM.Resident Tim Johnson said home and business owners have had to deal with the same scene repeatedly. Crowds are filling up the park after the farmers market.“There’s piles of trash that get left and open containers, aggressive behavior,” he said.On Tuesday, the city put up a fence to keep the crowds out, but it was quickly torn down.While Johnson said he appreciates the city’s efforts, he said more needs to be done to solve the problem.“The COVID issue is secondary to the other problem, and that other problem is that illegal, obnoxious, aggressive behavior has continued on without being enforced,” said Johnson. 1677

SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. Elkins claimed during testimony this month that the sex was consensual and the rape charges were made out of guilt.Following the encounter, the woman says she ran to her mother's room and both escaped out of a window. SAN DIEGO (KGTV) – An annual toy giveaway for San Diego military families looked different this year because of the coronavirus pandemic, but the reason for the event remains the same.For this year’s Operation Holiday Joy, the San Diego Armed Services YMCA chose hundreds of local military families who needed a little extra help this holiday season.On Wednesday, at the Murphy Canyon Chapel on Santo Road, the YMCA handed out boxes of gift-wrapped toys, and even bicycles, to more than 1,000 kids.Families were given books, a mini Christmas tree, and a gift card.Tim Ney, executive director of the San Diego Armed Services YMCA, said that now more than ever it’s important to support military families, as they too must deal with the additional challenges brought on by the pandemic.“Spouse employment is 30 percent, it’s really high. The online education and we’re doing the Achievement Academy where we’re taking the kids during the day. And doing the online learning, then we do STEM activities with them afterwards,” said Ney.It’s a little bit of extra help these military families are extremely thankful for.Emily, who is a military wife, told ABC 10News, “We’re so grateful and we’re thankful and blessed that everyone is so generous to give military families support, especially during this pandemic. SAN DIEGO (KGTV) - A small brush fire in University City led to train delays between Sorrento Valley and Old Town Thursday, according to the North County Transit District. The first-alarm vegetation fire broke about just before 2 p.m. in a riverbed off Porte De Merano north of SR-52, according to San Diego Fire-Rescue. The brush burned into heavy fuel, officials said, before being stamped out.“Please expect delays on COASTER service,” NCTD posted on Twitter. The train tracks were shut down in the area due to the fire, but reopened just before 2:30 p.m.There was no immediate word on the cause of the fire.10News is monitoring breaking developments. 662

  

SAN DIEGO (KGTV) -- An inmate died in his cell at a San Diego jail Friday, according to the San Diego County Sheriff’s Department.The man, identified as Manuel Cruz, 37, was found unresponsive alone in his jail cell at 3:46 p.m. Friday.Paramedics responded, but despite lifesaving efforts, deputies say the man died.
