As the debate over arming teachers in schools reverberates across the country, Kansas is doubling down on the idea.A new bill would not only authorize the arming of Kansas school staff, it would hold schools responsible if a shooting were to occur and the teachers and staff present were not allowed to be armed. Here's the exact wording?from House Bill 2789:"In any action against a unified school district arising out of acts or omissions regarding the possession or use of firearms on the premises of such school district, there shall be a rebuttable presumption of negligence on the part of such school district when it is shown by evidence that such school district did not authorize any employee of such school district, other than school security officers, to carry concealed handguns..."The House bill is causing some serious contention in the Kansas state capitol. During a House Insurance Committee hearing on Tuesday, Rep. Blake Carpenter, one of the bill's authors, quoted the movie "American Sniper" and said violence in school was a matter of "when" and not "if.""It's not if our kids will be killed; it is when they will be killed and what we are doing to prevent it," he said,?according to the Kansas City Star.CNN has reached out to Carpenter for comment. The bill has received significant pushback. A group of protesters was present at Tuesday's hearing, and Rep. Brett Parker, a Democratic opponent of the bill, shared a photo of stacks of papers he says are written testimonies against it.Kansas teachers?are technically already allowed by state law to carry guns on public school campuses as long as they have a permit and meet any school-specific requirements. But according to the Kansas City Star the 2013 legislation caused problems with insurance providers for some of the state's school districts, who refused to extend coverage because of the liability of armed staff. As a result, some districts put their own policies in place, overriding the law and disallowing the concealed carry of weapons on school property. The bill currently before the House committee also addresses this by forbidding insurance companies from refusing coverage just because a school district allows teachers and staff to be armed."No insurance company shall charge unfair discriminatory premiums, policy fees or rates for, or refuse to provide, any policy or contract of real or personal property insurance, liability insurance or policy containing liability coverage for any unified school district solely because such school district authorizes employees of such school district to carry concealed handguns on the premises of schools and attendance centers operated by such school district..." the bill states. 2742

As Walt Disney World and other Florida attractions prepare for re-opening in the coming weeks, the state reported another rise in coronavirus cases. Thursday morning, the Florida Department of Health reported 3,207 new cases and 43 new deaths. Since the first two deaths were announced on March 6, the toll in Florida has risen to 3,061, and 85,926 total cases. According to Thursday data from the state Agency for Health Care Administration, less than 25 percent of hospital adult intensive-care unit beds are available.A projection model from scientists at Children's Hospital of Philadelphia and the University of Pennsylvania warns Florida has "all of the markings of the next large epicenter of coronavirus transmission" and risks being the "worst it has ever been."Florida was one of 10 states that saw a record number of new COVID-19 cases this week.Testing in Florida has ramped up. So has the positive rate also has been trending up in the past week. The overall percent of positive tests stands at 5.7 percent as of Thursday, up from 5.6 percent the previous day and 5.5 percent the day before that. Florida reports having completed more than 1.5 million tests for COVID-19.The mortality rate involving positive cases is 3.6 percent in the state compared with 5.4 percent in the United States and 5.4 percent worldwide.Gov. Ron DeSantis on Tuesday said the state is “not shutting down” and will push forward with reopening.During that press conference, DeSantis attributed the spike to increased testing and expanded testing of "high risk" locations like long-term care facilities, construction sites, farms and other places. This story was originally published on www.WTXL.com. 1695

As the number of coronavirus cases continues to climb around the world and disrupts the travel industry, Princess Cruises has announced cancellation of early 2021 trips.“Due to restrictions and limitations with border and port access determined by government and health authorities and the continued uncertainty of airline travel,” Princess Cruises canceled about 30 voyages on two ships. The Island Princess, which stopped at ports around the world, and Pacific Princess, that sailed around South America and Australia, will not set sail until at least April, according to a release from the company. The cancelled voyages include a 111-day around-the-world from Los Angeles.Princess Cruises, which is owned by Carnival, is offering refunds or credit for a future cruise.Carnival Cruises has also canceled some 2021 voyages, and likely won’t return to full capacity until 2022.The cruise company is facing legal action for their handling of passengers when the coronavirus pandemic started this spring. Two lawsuits allege Princess Cruises did not act fast enough to impose quarantines when cases were discovered. When the lawsuits were filed in June, Princess Cruises told USA Today “our response throughout this process has focused on the well-being of our guests and crew within the parameters dictated to us by the government agencies involved and the evolving medical understanding of this new illness.” 1414

As we focus on getting kids safely back to school this year, Nashville-area builders are trying to figure out how to limit the impact of potential future pandemic years down the road, which may require permanently changing the look of new schools, offices, and hospitals."Yes, we are definitely seeing clients ask questions," said Matthew Griffith, an architect with Gould Turner Group."Things like the materials we specify, how cleanable they are, rounded corners in rooms and antimicrobial surfaces," Griffith said.Griffith says with the thought of a future pandemic in mind — segmented spaces could be the norm for new schools."I think you will see a big focus on true flexible space, have demountable partitions and movable walls to where it can be segmented or more individualized on an as-needed basis," Griffith said. And that idea extends beyond school buildings. Griffith says the same can apply to hospitals and other office spaces."I think it's going to be common in a lot of designs to have dedicated spaces for temperature checks and things of that nature," Griffith said.A large building's heating and cooling system will likely be a large focus, according to Griffith. Rather than circulating air throughout the whole building, individual units may be able to keep the air within smaller areas in case of an outbreak.Schools have been through similar kinds of building trends before. In the early 2000s, it was all about security and hindering active shooters. Just like those changes, Griffith says COVID-19 will likely leave its mark on big building blueprints.WTVF's Jason Lamb first reported this story. 1629

At first glance, you may not notice what's different about this box of cereal. Maybe it's just one of those special editions that's in stores for a short time. But if you take a closer look you might ask, what's up with that? When Naomi Frierson walked into her local Walmart and down the aisle, her focus was getting her mom a box of her favorite cereal."I just picked it up and I kind of looked at it," Frierson said. "And I figured it was one of those special edition type of boxes. ... I didn't think much of it."But when she got home, her husband noticed."We proceed to look at it further and realize that not only are there mugshots but they're serial killers," Frierson said. "Not the C-E-R-E-A-L kind unfortunately."The box of "Life" cereal is covered with people synonymous with death. Larry, the Quaker Oats mascot is Jeffrey Dahmer. And instead of being made with 20 whole grains, it's made with 20 whole brains."And then on the nutrition panel you've got stuff like instead of cholesterol it says chloroform," Frierson said. "Down here it says cyanide."Frierson said she was creeped out, but her husband loved it."He immediately recognized all of the different players in the game," Frierson said. "And he thought it was just the coolest thing ever and assured me that it must be art."He was right. The box was a class project made by Lauren Miller, a senior art student at the University of South Florida."I kind of just wanted it to blend in with everything else," Miller said. "I took a bunch of pictures that I found online of serial killers and I used Photoshop to add them to the Life cereal box. I just thought it would be interesting to use Life cereals since these people did take away lives."Miller has a large version of the box in her studio but wanted to see how people reacted to this smaller version in the community.Frierson said, "I had people on my personal Facebook when I posted that thing like, 'Oh my gosh I need to have that. How can I get one? Are there more?'"Frierson said she's keeping this box, and Miller is exploring creating more to sell.Miller said she left a note on the box saying it was art and had already been paid for. But for Frierson, the initial jitters and overall experience was well worth the price."I think (it was) three dollars well spent for an interesting piece of art," Frierson said.A creepy class project, taking on a life of its own."I would say a solid 'A' so if you didn't get an 'A' I'll call your professor," Frierson said. 2539
