(CNS) - Twin brothers popular on YouTube for videos featuring pranks were charged Wednesday with masquerading as bank robbers, prompting emergency calls to Irvine police.Alan and Alex Stokes of Irvine, both 23, were each charged with a felony count of false imprisonment and a misdemeanor count of false reporting an emergency.The two are accused of pulling off the pranks with a videographer on Oct. 15.At about 2:30 p.m. that day, the twins dressed in black with ski masks and carried duffle bags stuffed with cash, masquerading as bank robbers, according to Kimberly Edds, a spokeswoman for the Orange County District Attorney's Office.With the camera operator in tow, they called for an Uber ride, but the driver refused service, Edds said.A witness believing the pair had robbed a bank and were carjacking the Uber driver called the police, Edds said. Responding officers ordered the driver out at gunpoint, but when they eventually sorted out what happened they let the brothers go with a warning, Edds said.Four hours later, the twins did the same thing on campus at UC Irvine, which prompted emergency calls again, Edds said.A court date has not yet been scheduled and it was unknown if the duo had legal representation. 1254

(KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. (KGTV) — San Diego Sheriff's deputies are investigating a possible threat made against West Hills High School late Monday.In a letter to parents, West Hills Principal Robin Ballarin said staff was made aware of the threat Monday concerning a student remark that referenced a possible act of violence.The 15-year-old student has been identified, school officials say.No weapon or written threats were found in connection with the student, deputies said.The remark was reportedly made during class at 10:30 a.m., according to deputies, who called the comment "generic." San Ysidro Boulevard at 2:05 p.m. Friday and as he reached the asphalt of the street, tripped and fell face first and was run over by a Cadillac Escalade pulling out of an adjacent parking lot, Officer Robert Heims of the San Diego Police Department said.The pedestrian, who was not identified, sustained fatal injuries, Heims said. 546

(KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President.
