SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. SAN DIEGO (KGTV) — San Diego Police have released video footage of an officer-involved shooting involving a man who was arrested and reportedly stole a gun out of an officer's backpack Sunday.The footage includes bodycam video from officers inside the police station's sally port, as well as surveillance footage of the parking area.Police say a 25-year-old Hispanic man, later identified as Keith Bergman, was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel on Sunday. A hotel security guard reported the man was “acting strange” and threatening others.Bergman was evaluated for being under the influence and arrested, according to SDPD. Police say they found methamphetamine and five credit cards that didn't belong to him in his pockets.See the video in the player above (If the video doesn't appear below, click here)Officers brought Bergman to SDPD headquarters. Just after 8 p.m., police said the suspect somehow freed one hand from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said Bergman found an officer’s backpack that contained a backup handgun. When officers returned to check on the suspect, he was still in the vehicle but armed with a gun, according to SDPD.Officers drew their weapons and gave Bergman verbal commands to drop the weapon, but he refused and fired at least one round from the gun, police said.The officers felt threatened, police said, and at least one round was fired at Bergman, hitting him in the torso.Bergman reached out of the vehicle's window and opened the door to exit while he was still armed, police said, adding that he tried to open the rear cargo compartment of the SUV and the driver's door, refusing orders to stop in the process.RELATED: San Diego Police: Suspect shot by officers after finding officer's gun in patrol SUVPolice eventually released a service dog to subdue Bergman, and police moved in to arrest him.Officers provided first aid at the scene and Bergman was taken to the hospital with non-life threatening injuries, according to SDPD.San Diego Police also identified the three officers involved in the shooting as Paul Yi, a six-year veteran of the department, Michael Rodriguez, who has been with the department for 10 months, and Timothy Arreola, an eight-year veteran of the department. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2982

Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September.So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. And if you're going by sea, Biagini says a little research can go a long way in finding a great experience.Here's some tips on how to best view natures gentle giants in San Diego, either by land or sea.By landWhile whale watching from the shore won't get viewers close to the animals, it is a cheaper alternative that can be just as fun.Cabrillo National Monument, Torrey Pines Glider Port, Sunset Cliffs, and Fletcher's Cove in Solana Beach are great spots to watch for sprouts of whales from shore, according to Biagini.At Cabrillo, viewers can head to Whale Overlook or the Old Point Loma Lighthouse to lookout for whales. In Torrey Pines, Sunset Cliffs, and Solana Beach, onlookers have a full coastline of areas to peer from.San Diego's Tourism Board also adds Birch Aquarium at Scripps as a prime viewing area.And a tip to remember: During the winter and spring seasons gray whales tend to feed closer to San Diego's shore than blue whales, Biagini says.By seaOne benefit of heading out on the water to whale watch, aside from getting closer, is having San Diego's skyline in the background. Also, you may encounter other life roaming around whales as they feed.Whale watching journeys are offered around San Diego, but there are some things to watch out for before picking a company. Biagini recommends checking on what a company has seen already before booking a trip."If they’ve been seeing a lot of animals that’s your best bet to have a good experience, and if the company isn’t posting their sightings they’re either not a serious company, or not seeing anything," Biagini said. "Honestly, just for companies that publish their daily sightings."Most whale watching companies will update their websites to reflect what they're seeing on the waters, some daily. San Diego's Tourism Board provides a list of companies to research if you plan to hit our coastal waters.And, of course, if you plan to take in some whale watching on the waters, read up on the Marine Mammal Protection Act beforehand so as not to put whales, dolphins, and other life at risk. 2827

  

SAN DIEGO (KGTV) -- San Diego City Council voted today on their intent to place a police reform measure on the November ballot.The resolution would create an independent commission on police practices in San Diego, if passed.“Today’s action is a big step in the right direction toward real accountability and transparency,” Council President Georgette Gómez said. “The Council's vote demonstrates our commitment to meaningful public-safety reform. In particular, I want to thank Councilmember Monica Montgomery for her leadership on this critical issue. I’m also grateful to Women Occupy San Diego, San Diegans for Justice, the ACLU of San Diego and Imperial Counties, Mid-City CAN, and the Earl B. Gilliam Bar Association for their passionate advocacy in moving this proposal forward.”If passed by voters, the initiative would dissolve existing review boards and replace it with a commission that would operate independently from the mayor and police department.The new commission would have full-time legal council and subpoena power to complete witness testimony and seek records, according to the City Council.Commissioners would also be appointed by the City Council.Barbara Bry released the following statement after the announcement: 1249
