SAN DIEGO (KGTV) -- The mother of a Cathedral Catholic High School student who sold prescription drugs to minors and marijuana to teenagers pleaded guilty Wednesday.Kimberly Dawn Quach, 49, pleaded guilty to the felony charges, including furnishing Xanax to a minor. Quach now faces between eight and 11 years, eight months in prison.Quach’s live-in companion, William Sipperley III, 50, also pleaded guilty to using a minor to transport marijuana and furnishing to a minor over 14-years-old.RELATED: Mom accused of providing drugs to Cathedral Catholic students  Quach was arrested in 2017 after police said she sold or offered suboxone, an opiate, and Xanax to minors starting in January of 2017.Police also say that Quach gave at least 10 teenagers marijuana to sell, package or transport. Cathedral Catholic students regularly smoked marijuana Sipperley grew at the couples Carmel Valley home.One detective said Quach had as many as 70 teenage clients at the Catholic school and at other schools.During a search of her home, police found large containers of marijuana, plant food, grow lights and drug paraphernalia. SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. SAN DIEGO (KGTV) — The Federal Reserve's decision to lower its key interest rate to near zero will help some San Diegans, but frustrate others.The Fed reduced its Federal Funds Rate to near zero for the first time since the Great Recession of 2008. The move, in reponse to the Coronavirus outbreak, will help keep auto loan rates low and mortgage rates near historic lows. It will also, however, lower earnings from interest bearing savings accounts. Greg McBride, chief financial analyst for Bankrate, predicted the economy to go into a recession, but said the low borrowing rates would help jump start spending once activity picks up again. "Coming out of that, one of the things that's going to give the economy a boost to recover from that will be these brutally low interest rates that entice consumers and businesses to resume borrowing and spending," McBride said. "Somebody concerned about losing their job is not going to go to go out and buy a car."Mortgage rates are already extremely low, with the average rate for a 30-year fixed is 3.36 percent. Still, that's above the all-time lows reached earlier this month, when the Federal Reserve made its first emergency cut. Mark Goldman, a loan officer for C2 Financial Corp., said there has been a rush to refinance since that earlier drop — a big reason why rates did not fall deeper."There's so much refinancing business going on right now that lenders can't stand a lot more business, so they price accordingly," Goldman said. SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. SAN DIEGO (KGTV) -- The former Imperial Beach man convicted of molesting and strangling two young boys in 1993 has died of coronavirus, the California Department of Corrections and Rehabilitation said. Scott Thomas Erskine, 57, was sentenced to death in San Diego County in 2004 for the first-degree murders of 9-year-old Jonathan Sellers and 13-year-old Charles Keever.The California Department of Corrections said Erskine died from complications due to the virus at an outside hospital. He was on death row at San Quentin. Both Sellers and Keever disappeared while on a bicycle ride near their South Bay homes. Erskine lured the victims to an igloo-shaped “fort” of brush before molesting and strangling them.In March of 2001, Erskine was serving a 70-year sentence for raping a San Diego woman when newly-tested DNA linked him to the murder of the boys.Erskine also pleaded guilty to a second-degree murder for the Florida slaying of 26-year-old Renee Baker.
