SHASTA COUNTY, Calif. (KGTV) -- The search for a woman who owns a flower shop in Rancho Santa Fe has ended Monday night after authorities say Penelope Elizabeth Bax was found alive.Bax’s sister said she was spotted in Hirz Bay, a campground off of Lake Shasta, which has 6,200 miles of rivers and streams.Her sister says she thinks Bax ran out of gas in her Mercedes RV and her cell phone was dead.Bax was found dehydrated but stable and was airlifted to a local hospital. Her dog Walter is also being treated.The search for the 63-year-old began on March 31 after deputies with the Shasta County Sheriff’s Office learned that Bax was traveling to a family member’s home in Washington but hadn’t arrived yet.According to deputies, Bax left Vista on March 26. She was expected to arrive in Washington on March 29 but never showed up. 845

Setting up a showdown with California, the Trump administration on Thursday announced a plan to revoke a signature Obama-era environmental regulation.The administration wants to freeze a rule mandating that automakers work to make cars substantially more fuel efficient. It called its plan a "50-state fuel economy and tailpipe carbon dioxide emissions standard for passenger cars and light trucks."The administration also proposed a withdrawal of California's Clean Air Act preemption waiver. California and about a dozen states that follow its rules account for about a third of all the passenger vehicles sold in the United States.California Governor Jerry Brown called the proposal "reckless.""For Trump to now destroy a law first enacted at the request of Ronald Reagan five decades ago is a betrayal and an assault on the health of Americans everywhere," said Brown, in a statement. "California will fight this stupidity in every conceivable way possible."Thirteen states, plus Washington, DC, have adopted California's standards. Colorado announced plans to become the fourteenth.The attorneys general of 20 states, including California, pledged to sue the administration. They called the plan illegal, saying it would force motorists to pay more for gas and create more air pollution.The Corporate Average Fuel Economy standards require automakers' cars to average about 50 miles per gallon by 2025. The standards, enacted in 2012, get stricter every year leading up to 2025. The Trump administration's proposal would cut off the average CAFE increases in 2020, when automakers will have to produce cars that get an average of 43.7 miles per gallon."It's still a very aggressive program. We have been steadily increasing the standards... for almost a decade," said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday.The EPA and Department of Transportation cited safety as one reason for the changes. They claimed the reduced standards would make new cars more affordable. That would allow more people to buy cars with enhanced safety features, the government said. The administration said the proposed plan will prevent thousands of on-road fatalities and injuries.The public will have 60 days to comment on the plan before any action is taken.Automakers, represented by the Auto Alliance and Global Automakers, said they support "substantive negotiations" about fuel efficiency standards. 2429

Some people who have been dealing with COVID-19 symptoms for months are getting hope with a new diagnosis.Doctors are starting to recognize a syndrome called POTS in some of them. It stands for postural orthostatic tachycardia syndrome.POTS is a disorder of the autonomic nervous system, which is responsible for controlling things like our heart rate and blood pressure.It's estimated as many as 3 million people in the U.S. have POTS, not connected to COVID-19, but it's a new diagnosis for some post-COVID patients.“One has to have pots like symptoms at least more than 6 months before we can diagnose pots and that's another reason we are only beginning to recognize pots now because the pandemic started earlier this year and although we feel like it’s been going on forever, we are only recognizing it now,” said Dr. Tae Chung, Director of the Johns Hopkins POTS Clinic.Chung just opened a clinic dedicated to post-COVID patients with POTS-like symptoms about a month ago. Those symptoms include lightheadedness, prolonged fatigue and brain fog.It is a hard condition to recognize and doctors are being cautious in diagnosing it.“The symptoms to a medical provider, they may seem kind of non-specific. Oh you've had an infection, you're going to be tired, but no when people have lightheadedness that is severe and seems to be disabling and limiting activity, we need to be thinking about the possibility of an autonomic disorder,” said Dr. Brent Goodman, who runs the Autonomic Lab at the Mayo Clinic in Scottsdale, Arizona.Goodman has also been seeing post-COVID-19 patients who have developed POTS.The treatment is individualized but can include exercise, changing up how much salt is in your diet, and medication.It's not clear yet how recovery will be for post-COVID-19 patients. SOLANA BEACH, Calif. (KGTV) - An injured sea lion spotted on a North San Diego County beach prompted lifeguards to place shark warning signs along a stretch of coastline Thursday. The incident was reported about 9:30 a.m. at 2525 South Coast Highway near Tower 11 at Cardiff State Beach, according to California State Parks officials. A jogger reported the sea lion with a missing tail and gash on its back, washed up on the beach.SeaWorld San Diego experts responded to the area but told 10News the sea lion later died due to the severity of its injuries. They confirmed the female sea lion was bitten by a shark.Lifeguards posted aggressive shark advisories for beachgoers from Cardiff Reef in the north to Seaside State Beach in the south, officials said. There was no immediate word on the type of shark involved. The incident Thursday marks the sixth shark sighting over the last several weeks in the waters off San Diego. Shark sightings several days in a row prompted shark advisories in Del Mar in July. A shark sighting in Coronado also forced lifeguards to post signs warning beachgoers about the presence of sharks. A shark advisory means that a shark has been spotted in the water and swimmers should enter at their own risk.
