ENCINITAS, Calif. (KGTV) -- A surfer died after being rescued from Swami's Beach Monday morning, Encinitas city officials confirm. Lifeguards and the San Diego County Sheriff’s Department responded to a reported ocean rescue in the surf line at Swami's Beach just after 11 a.m. Monday. After arriving, crews found a man submerged with his surfboard attached and floating on the surface of the water while bystanders tried to rescue the surfer. The man was taken to shore where crews performed CPR. He was then taken to the hospital in critical condition where he later died. Fast food sandwich chain Subway expects to close about 500 stores in North America this year.But it's also hoping to open as many as 1,000 stores overseas.The company has 44,000 locations globally -- more than any other retailer. The National Retail Federation put its US store count at nearly 27,000 as of 2016, compared to 17,500 for Yum Brands, which runs Pizza Hut, Taco Bell and KFC, and the 14,000 locations for McDonald's.The company said Wednesday it expects stores to close after it rolls out a revitalization plan, announced last summer, that will require franchise owners to invest more in their operations. All Subway stores are franchise owned, rather than owned by the company. The plans to revamp locations include adding self-service kiosks, more comfortable seating and Wi-Fi and USB charging ports. In February, Subway also announced plans for a loyalty program to win back customers and stem slumping sales.Store closings are new for Subway. It had a net loss of more than 350 US stores in 2016, the first year in the company's history that it trimmed rather than increased its number of stores. ESCONDIDO, Calif., (KGTV)-- Residents in Escondido shared their concerns Wednesday about the flooding on Country Club Drive.Neighbors said after every rain event, the street floods and closes, which creates not only an inconvenience but a safety hazard. There is no stop sign on Country Club Drive. But Jason Farr is at a stand-still. "I can't get in and out of our neighborhood," Farr said. Farr's concern is that Country Club Drive is the only way in and out of his community."If emergency crews need to get here… If there are a couple of feet of water on top of the bridge, that's one thing, but if there's more like I saw yesterday, they just won't be able to get in and out," Farr said. He said he has several elderly neighbors who no longer have the strength or speed to evacuate at once. The flooding also trap his children from getting to school. "We have to be constantly be deciding if we want to bring our kids to school. Because I do not feel comfortable dropping my kids off to school and them not being able to be picked up," Farr said. While the water receded overnight, by 8:30 AM Wednesday the water crested back over the road. Farr said his neighbors told him that the severity of the problem got much worse as new developments sprouted into the once lonely neighborhood.
