SAN DIEGO (KGTV) — Schools across San Diego County can reopen for in-person learning if they choose to on Tuesday, Sept. 1, as long as our COVID-19 case rate stays low enough through Sunday, Aug. 31.The county will be providing free testing for all school employees, which is strongly recommended by the California Department of Public Health.“What we’re going to be doing is making testing available at over 20 County-coordinated sites,” said Supervisor Nathan Fletcher. “In addition to that, we’re working with the San Diego Office of Education to open additional testing sites regionally that will be dedicated to school staff.”County officials say testing for asymptomatic children is discouraged, but if parents feel the need to have their children tested, they should consult with their pediatrician.Eight to ten school districts plan to reopen within the next two weeks to one month, according to Dr. Paul Gothold, San Diego County Office of Education Superintendent.“If there’s 5% of positive cases identified in one school, then the entire school would need to shut down,” said Gothold.More than 100 schools, mostly private, applied for waivers to reopen for in-person learning. The county stopped accepting the waivers this week since all schools can likely reopen soon.“I feel confident that we’re ready to reopen,” said Holly McClurg, Superintended of the Del Mar Union School District. The district’s waiver was approved, McClurg said district officials have been working with experts, physicians, and parents for months to develop a safe reopening plan.She said students and teachers at the district’s eight schools were split into two groups. Superintendent Dr. Carmen Garcia sent ABC 10News a statement saying in part, “Our Governing Board will be approving our return to in-person instruction at our upcoming September board meeting.”Poway Unified will also start virtually on Sept. 2, but parents received a letter from the superintendent which read in part, “Even with this shorter, revised reopening timeline, we have no way of knowing for certain whether San Diego County will be able go 14 straight days staying off the monitoring list. As a large school district, we cannot wait until the day before the first day of school to find out. We already know the constantly changing timelines and decisions have made planning extremely difficult and frustrating for District leadership, our staff, and our families. It reads "students and recognized student organizations with more than 25 people in attendance are required to register for tailgating.""People are bummed but I haven’t heard that many people upset about it," SDSU Freshman Caitlin said.The new form requires organizations to acknowledge kegs, glassware, and underage drinking is prohibited. SAN DIEGO (KGTV) — San Diego State University is celebrating yet another MVP athlete on one of sports' biggest stages.Wednesday, former SDSU baseball ace Stephen Strasburg was award the 2019 World Series MVP award after the Washington Nationals won Game 7 against the Houston Astros.As special an honor as that is, the award also means SDSU has two former players that have been named MVP in their respective sports — in the same season. In June, former Aztec star and then-Toronto Raptor Kawhi Leonard was named the NBA Finals MVP. The pair of postseason MVP awards in the same season are a first for the university. 625

SAN DIEGO (KGTV) -- Some San Diego homeowners are making a little extra money and helping with the housing crisis by converting their home detached garages into so-called "granny flats."10News visited the 95-year-old North Park home of Mike Walsh, who is in the process of remodeling his garage. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. SAN DIEGO (KGTV) -- Some San Diego salon owners say the regulations released by the state may not be enough to help save their businesses.Like other business owners around San Diego and across California, salon owner Season McKesson has been trying to navigate through the many changes brought on by the coronavirus pandemic.Through the pandemic, she and other business owners have had to deal with closures, implementing safety precautions, and obtaining personal protective equipment.RELATED: New guidance issued for hair/nail salons, barbershops to move outdoorsOn Monday, the state announced updated guidelines for hair salons and barbershops to operate outdoors.McKesson was prepared to reopen her salon to operate outside until she read the regulations thoroughly. According to the state’s guidelines, salons can reopen but they cannot offer any chemical-related treatments and cannot shampoo customers.“At first, I was trying to be optimistic; you know, giving our industry a way out to come back … but after they dropped the bomb that it’s only haircuts. Reality sets in, and there’s absolutely no way people are going to make ends meet,” she said.McKesson told ABC 10News the guidelines cuts what she believes are essential to the salon experience.She added, “You go to a salon for a certain experience and you’re going to sit and get sprayed down in 100-degree weather. There’s no way.”McKesson is also concerned about the space to operate outdoors, saying not many salons have patios and would have to move into parking spaces. She is similarly worried about the cleanliness of working outside.“It’s not sanitary. It’s not a controlled environment; sitting behind a chair is a controlled environment. I know it’s being cleaned and I know what’s being touched,” McKesson said.Several other salon owners around San Diego County told ABC 10News they are leaning towards not reopening because of the rules, which puts them in an already tough financial situation as they try to keep their businesses alive. 2021
