SAN DIEGO (KGTV) -- State Assemblyman Todd Gloria continues to maintain a comfortable lead in the race to become San Diego's next mayor, according to a new scientific poll. The 10News-Union-Tribune poll shows City Councilmembers Scott Sherman, a Republican, and Barbara Bry, a Democrat, vying for the second spot.The top two votegetters March 3, regardless of party, move on the November general election. "Todd Gloria looks assured of punching his ticket, but who is he going to face? Is that going to be fellow Democrat Barbara Bry... or is it going to be Scott Sherman, a Republican, proving that this is still a two-party town," said Thad Kousser, who chairs the political science department at UC San Diego. The poll, of 527 likely voters, shows Gloria leading the field with 29 percent of the vote. Sherman is in second with 18 percent, and Bry has 13 percent. The poll's margin of error was 5.3 percent, which Bry and Sherman are within. Democrats currently outnumber Republicans in registration by a two-to-one margin in the city, and independents outnumber Republicans by 40 percent. "When it gets close, when it gets into the single digits, the election day is really what matters," Kousser said. An additional question to be answered election day is the fate of Measure C. It would raise the overnight tax hotel guests pay in the city of San Diego by as much as 3.25 percent to pay for expanding the convention center, street repair and homeless services. The new poll shows the proposition with 61 percent support, 21 percent opposed and 18 percent still undecided. The measure requires two-thirds supermajority support to pass. Greg Block, a spokesman for the Measure C campaign, said he expects the support to increase as information on the proposal gets out. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," he said. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."But Michael McConnell, an advocate for the homeless who is leading the opposition, warned the measure has "loopholes and risks.""They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. We can’t trust the supporters who have taken money from a private prison company and been exposed for paying for support."Political analyst John Dadian said voters can expect a barrage of ads leading to the primary, noting mail in ballots are already out. "What they're hammering in the TV commercials is the fact that this doesn't tax any San Diego residents, it's of towners," he said of the Measure C campaign. "I think that's very smart."Michael Vu, the county registrar of voters, said Tuesday about 1.3 million mail-in-ballots have been sent to San Diegans, which could comprise as much as 70 percent of the March 3 vote. 3089

SAN DIEGO (KGTV) - Starting Sunday night and going until May 30, construction crews will close either northbound or southbound lanes of I-5 overnight to begin construction of the Mid-Coast Trolley.Drivers will see heavy equipment and machinery on the freeway, and residents can expect to hear loud construction noise during the closures.The project will start with a large support column for the trolley bridge in the freeway center divider.The trolley is being built to extend the Blue Line eleven miles north from the Old Town Transit Center to University City, running through Mission Bay Park, the VA Medical Center, UC San Diego and Westfield University Town Center Mall.The Mid-Coast Trolley is expected to start running in fall 2021. 748

SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. He is hoping that the ban gets reversed.The prohibition excludes motorized devices for people with disabilities. 2188

  

SAN DIEGO (KGTV) - Saturday, Aug. 3, will mark the 50th anniversary of the opening of the San Diego-Coronado Bay Bridge.A free concert will be hosted at 6:30 p.m. at the Coronado Golf Course, featuring the local band "Ron's Garage." The celebration is hosted by the City of Coronado, Port of San Diego, County of San Diego, and state Department of Transportation.Activities for kids, a VW bus-themed photo booth, and food and drinks will also be available.RELATED: Encinitas' quirky Boathouses may be placed on National Register of Historic PlacesThe million bridge opened to the public Aug. 3, 1969, stretching 2.12 miles to the Barrio Logan neighborhood from the blooming resort town. Construction began in February 1967 and two years later, then-California Gov. Ronald Reagan ushered in the iconic structure as the first person to cross over it.Instantly, it changed how San Diegans commuted, mostly replacing ferry service used to cross San Diego Bay for 83 years.The bridge's iconic curve across the bay reaches 200 feet at its highest point, allowing an aircraft carrier to pass underneath its five lanes.Just a few years after the bridge debuted, the Coronado Cays, Coronado Hospital, and Coronado Shores condo community opened and Richard Nixon hosted the first state dinner held outside of the White House at Hotel del Coronado. Not only was the bridge a vital asset to the military facilities on Coronado but also the residents -- on and off the island.Coronado City Councilman Bill Sandke said, “This bridge is an icon around San Diego. There’s no way around it.”Port of San Diego officials say the bridge has made it easier to connect the five cities around San Diego Bay.The Port has plans to install color-changing LED lights on the bridge within the next two years, adding to its iconic nature.“Certainly red, white and blue for the Fourth of July. Wouldn’t it be great to welcome Navy ships home at night with a display for them? Could be pink for cancer awareness. SAN DIEGO (KGTV) - Scientists at the Hubbs-SeaWorld Research Institute are working to replenish the California Halibut population.In October, they released 2,300 juvenile halibut into Mission Bay. Those fish were bred, born and raised at the institute. They hope it's just the start of a robust replenishment program."The species is pretty heavily depleted and for that reason, they're a good candidate to help boost the species," says Mark Drawbridge, the Institute's Director of the Sustainable Seafood Program.Recent surveys show the California Halibut is down to 14 percent of what its population should be. The most severe drop has come in Southern California.Hubbs hopes it can replicate the success it had with the White Seabass. It has released nearly 2.5 million seabass into the wild in the last 35 years."A lot of the process is transferable from one species to another," says Drawbridge.The Dick Laub Fisheries Replenishment Program oversees every step of the process, from breeding to release. Drawbridge says they've seen success in every phase so far."Our survival rates from egg to juvenile stage are typically 20 percent or higher," he says. "Compare that to the wild, where it would be a fraction of a percent. That's more than adequate to produce tens of thousands of fish."The next step is seeing how the halibut survive in the wild. The Institute put stainless steel trackers in each fish and will monitor them over the next few years.The program is funded through private donations, many of which come from fisherman who need a healthy halibut population to make a living. 1602
