SAN DIEGO (KGTV) -- An Australian national and his Long Beach business partner are accused of siphoning more than million from the State of California in a years-long charter school scheme. According to the San Diego District Attorney, the pair sought out small school districts with limited experience in oversight and proposed they start online charter schools to earn more public funds. Sean McManus, 46, and Jason Schrock, 44, the CEO and president of A3 Education, along with nine other people named in the case have been indicted in San Diego County. Criminal counts include conspiracy, misappropriation of public funds, paying for student information and conflict of interest.A year-long investigation uncovered a massive scheme in which McManus and Schrock told subordinates and co-defendants to open a total of 19 charter schools in both San Diego County and statewide, according to the DA. On top of creating the charter schools, both McManus and Schrock are accused of running another scam that paid athletic organizations for student information. The pair reportedly paid pre-existing youth programs as little as per student for enrollment documentation and would then enroll the students into a charter school during the summer, collecting roughly ,000 per student from the state. McManus and Schrock are then accused of transferring more than million in public charter school funds into companies the pair own or control. Instead of spending the money on education, once the money was in private bank accounts, both men are accused of using the funds for themselves and their families. According to authorities, McManus and Schrock used the money to invest in startup companies, real estate, and wired money directly to themselves or family members. SAN DIEGO (KGTV) - A thief struck an ugly chord with residents in a Del Cerro neighborhood, after zeroing in on a porch and warming up his pipes.    Just off College Avenue, Katherine - who asked us not to reveal her full name - says the first feeling was confusion when she and her husband returned home from Julian on Saturday night.  On their porch, the couple says they found an opened letter addressed to a man in El Cajon. When they looked at the surveillance video, they saw him:  a casually dressed man pulls up in a pickup truck.            "He is holding the letter so he has a plan, a story if anybody stops him," said Katherine.On the video, the man heads right for the package at the front door and swipes it.  He throws the package in the truck, tosses the letter and as gets back into the truck, he appears to belt out a note.  As he backs out of the driveway, he keeps on singing."The singing clearly shows he's completely comfortable, really cocky...just going to his next gig.  I think it's his weekend job," said Katherine.Katherine can't help but smile about the likely sour note he experienced once he looked inside and found - a dog brush and mug.  Now she's hoping the video will lead to an arrest."He's clearly done this before.  No doubt he's out doing this again," said Katherine. 1414

SAN DIEGO (KGTV) -- A six-year-old boy was rushed to the hospital after accidentally shooting himself Tuesday night, according to the San Diego Police Department.The incident happened around 8 p.m. in the 4300 block of 52nd St. in the Colina Del Sol neighborhood near City Heights, a few blocks north of Fay Elementary School.San Diego police say the child was playing with the gun when he shot himself in the chest.City News Service, citing information from SDPD Officer John Buttle, reported the boy was in his grandmother's room when he discovered a .22-caliber handgun underneath a mattress.Police say the bullet went through the boy's chest, and the child was conscious and breathing when officers arrived. The boy was taken to Rady Children's Hospital with unknown injuries. His condition is unknown at this time. 827

SAN DIEGO (KGTV) - A strong 7.1 magnitude earthquake shook Ridgecrest Friday night, a day after a 6.4 quake rattled the same area of Southern California.Friday's tremor happened at 8:19 p.m. and was centered 11 miles outside the high desert town. It was felt throughout southern California and as far east as Las Vegas. The quake was described as a rolling motion that seemed to last at least a half-minute.No deaths are reported as a result of the violent earthquake, according to Kern County Fire Department Chief David Witt.
