(KGTV) - Students in Poway are trading their notebooks and pencils for needles and thread, as they make teddy bears this holiday season."This is hands on," says 5th Grade teacher Kimberlee Rizzuti. "They're making something. Some of these kids have never held a needle and thread."The 5th Graders at Painted Rock Elementary School do every part of the bear-building by hand, from drawing and cutting patterns to stuffing the bears. Parents help with the sewing machines in class."It's pretty hard, but it's fun to do," says 5th Grader Deacon Tilley.It's a project the school has done for about 35 years. The classes make about 100 bears total, all of which get donated to Interfaith Services of Escondido."We've kind of gotten away from hand made things," says Rizzuti. "This is more of a gift from the heart.""It makes me feel happy because some people don't get a lot of things for Christmas," says 5th Grader Bella Lesagonicz. President Donald Trump is expected to grant new authority to US troops on the Southwest border with Mexico to protect Customs and Border Protection personnel from migrants if they engage in violence, according to two defense officials and another US official directly familiar with the plans. An additional administration official tells CNN that the authority will also authorize protection of federal property.Currently troops do not have any authorities that would allow them to intervene if CBP personnel came under attack unless they need to act in their own self-defense.There are 5,800 to 5,900 troops assigned to the border mission.The move could be announced as soon as Monday evening, officials said. The mission will be characterized solely as "protection of CBP" personnel, according to the administration official.This comes as Department of Homeland Security officials said Monday that they had started to get information from "multiple sources including individuals in the Mexican government" of potential waves or groups of individuals who were discussing an incursion into legal ports of entry in California by attempting to pass through vehicle lanes.Any potential use of force by US troops to protect CBP personnel must be "proportional," the official said.It is expected the Pentagon and US Northern Command will amend the current document detailing the rules governing the "use of force" on the border mission.All three officials are adamant that the change is not abfut troops firing weapons at migrants crossing the border. Instead the new rules will be aimed at providing the basic authorities to allow for protective measures. Previously troops did not have any authorities that would allow them to intervene if CBP personnel came attack.The Pentagon has been working for the last several days on options for how troops can protect CBP.The defense officials are also emphasizing that National Guard forces activated by governors, as well as state and local civilian law enforcement authorities in a given area, should be relied upon as much as possible.DHS spokesperson Katie Waldman told CNN, "As Secretary Nielsen has said, we will not allow our frontline personnel to be in harm's way. We will do everything we can to protect those who defend our nation's sovereignty and secure our border. (KGTV) -- The Blue Sky Ecological Reserve will reopen Saturday after it temporarily closed when a four-year-old was attacked by a mountain lion, according to The California Department of Fish and Wildlife.The department received a call around 2:40 p.m. Friday about a child with scratches on his back and thigh.Park officials say a family was on a hike when the incident occurred. "The child was with a lot of family members which is a good thing and it sounds like the family separated into two groups and the child may have been darting back and forth," Fish and Wildlife Public Information Officer Tim Daly said that could have made him vulnerable to the attack.The City of Poway notified the department of fish and wildlife.He was taken to the hospital, Daly said, to collect evidence in hopes of finding the mountain lion who attacked him.Daly said more than 50% of California is mountain lion habitat, adding it's important not to leave out pet food and keep pets and children close while outdoors in mountain lion territory. 1053
