A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. A new study takes a closer look at the impact the amount of time children spend on cell phones, computers and TV is having on their brains.“What they're finding, or what they're reporting, is that more screen time--in fact a lot of screen time, around 7 hours a day--is associated with changes in the brain and changes in cognition,” says Rachel Barr, a developmental psychologist.Dr. Barr studies the impact TVs, computers and cell phones can have on young children.Kids between the ages of 8 and 12 spend generally six hours a day, while teens are spending nearly nine hours.While Dr. Barr agrees too much time can have negative impacts, she points out what children watch on their devices matter.“Exposure to education programing in younger children is associated with better outcomes and especially for children who are growing up in low resourced communities,” Dr. Barr explains.As for what parents can do: set time limits and ground rules, like keeping screens out of the bedroom, which can make it easier for children to fall and stay asleep.“Setting up this family media plan, being mindful of your own media use and your child's media use, even though you're being bombarded by all of these changes in media yourself,” suggests Dr. Barr. 1254

A van slammed into a crowd Saturday in an apparently deliberate act in the German city of Muenster, killing two people and leaving 20 others injured, officials said.The driver also shot and killed himself, a police spokeswoman said. The driver was a German citizen, said Herbert Reul, state minister for internal affairs in North Rhine-Westphalia state.Authorities are treating the incident as an attack. There is no known connection to radical Islam but investigators are still looking into the driver's background, Reul said.Police earlier said there were three deaths. A new technology is coming to airports to help with passenger screening from home to plane. Denver International Airport will soon be the first to test Daon’s IdentityX platform. It creates a digital identity for each passenger that can be used at kiosks and e-gates, then help travelers schedule times to go through security and get to terminals.That digital identity, called Glide, will also include biometric data and be used for passengers to show their health status using a badge on their cell phone.
