San Ysidro, CA (KGTV)- The border wait times to cross into the United States are significantly shorter Tuesday.According to a U.S. Customs and Border Protection App, the wait times at the border in San Ysidro averaged around an hour depending on the time of day.In the last few days, border crossers reported waiting up to ten hours to cross into the U.S."A lot of people going to the border five, six hours before their work entry, it's been crazy," said Jose Montanez.Montanez is a married father of two. He lives in Tijuana, but crosses to work as a manager at a taco factory. He said the lines this weekend were especially bad, even in the pedestrian lanes."Four hours, five hours waiting in line, standing in line, you get tired," said Montanez.Last Friday, CBP began "adjusting operations" to focus on essential travel. The goal is to slow the spread of COVID-19.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S. Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Fewer lanes and increased secondary inspections led to massive delays."If they have to ask more questions and isolate people from one another so the essential workers can go and cross faster, that would be perfect," said Montanez.Instead, innocent workers are feeling the impact the most."Those that are crossing right now are doing so cause they really need to and they're going to continue crossing," said Paola Avila, of the San Diego Regional Chamber of Commerce.Restrictions have been in place at the border since March. Avila said the new protocol now doesn't make sense, especially since San Diego County is off the state's COVID-19 monitoring list."Non-essential businesses are going to start reopening. More businesses are going to start reopening, so you're going to have a greater workforce that's going to have to facilitate those businesses reopening, but now you're going to have these restrictions. It's not in sync with the rest of our procedures and regulations and restrictions," said Avila.She worries the strategy could backfire and lead to more virus spread, especially for people using the pedestrian walkway."Now, you have large masses of people with no social distancing, you're creating an unsafe environment," said Avila.Montanez says he does his best to keep his distance while in line."You do, even though, you're close to each other, there's no space between the front and the back of you," said Montanez.Agency officials urge people to only travel to Mexico if it's necessary."We need people to think twice about non-essential travel and to ask themselves if the travel is worth risking their lives and the lives of others. Mexico continues to experience spikes in positive COVID-19 cases along the Southwest border and it is our duty to do everything we can to protect our nation, including educating citizens and even discouraging non-essential travel to Mexico." 3336

(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SEATTLE — Add marine wildlife to the growing list of life affected by America’s opioid crisis.For the first time, scientists have detected traces of oxycodone in mussels near Seattle, KIRO7 reported. SEATTLE (KGTV) -- Newly released body camera footage shows the moment police officers nabbed a pair of thieves trying to walk out of a Seattle-area Costco carrying ,200 worth of laptops and vacuums.On March 14, South Precinct officers responded to a call at about 5:30 p.m. of a shoplift in progress at the Costco, police said. Loss Prevention officers inside the store recognized one of the suspects inside and said he had previously stolen items in the past and run out the fire exit. Responding Seattle Police Department officers spotted a female driver inside a black Toyota that was backed up to the store's emergency exit doors.  The officers pulled their patrol vehicle in front of the Toyota to prevent it from leaving and contacted the 18-year-old woman, police said.As police were talking with the woman, they could hear someone attempting to open the doors."Moments later, two suspects, a 30-year-old man and a 21-year-old woman opened the emergency doors and attempted to walk out of the store carrying stolen computers and vacuum cleaners," police said.Officers located a 7″ fixed blade from the male suspect. According to the security personnel, the suspect had carried a large knife in past incidents.The male suspect was later booked into the King County Jail for investigation of robbery, while the two women were booked for investigation of theft, police said. 1428

  

SCRIPPS RANCH (KGTV): The "shake table" at UC San Diego will soon be able to move just like a real earthquake, thanks to a grant from the National Science Foundation.Researchers at UC San Diego received .3 million for upgrades to the machine."This would become one of the very best centers for earthquake engineering worldwide," says Professor Joel Conte, who teaches in the school's Department of Structural Engineering.Researchers say, right now, the shake table only moves back and forth, rocking large structures placed on top of it. With the grant, they'll be able to change the hydraulics on the machine. Once completed, it will shake back and forth, left and right, up and down and will also pitch, roll and yaw."We'll be able to reproduce real earthquake ground motions much more realistically, much more accurately, and much more completely," says Conte.Building designers and researchers use the shake table to test how structures will react to an earthquake, what kind of damage they'd sustain and whether or not they'd be usable immediately afterward.The shake table can hold multi-story buildings, bridge columns, wind turbines and more. The first structure scheduled to be tested after the upgrade is a 10-story building made from cross-laminated timber.According to the school, the money from the grant will add "new hydraulic pumps, a cooling tower and very large accumulator banks for the facility’s hydraulic-powered system. It will cover the costs of reconfiguring the existing two horizontal actuators, adding another two horizontal actuators, and powering the six vertical actuators to generate table motion."Researchers say it will be the most modern, functional shake table in the world."As soon as it can move in several directions, we will be able to serve all these needs," says Conte. "In the past, the industry in California often had to go to Japan, to China, to Korea. That will not be the case anymore."Construction on the upgrades will start in February of 2020 and be complete by July of 2021. 2042
