Now about to turn six, her son, who has cerebral palsy, a neurological disorder that permanently affect body movement and muscle coordination, has regained use of some parts of his body."When he first came to the center, he was not able to crawl, kneel, or stand. Now he has not only learned these abilities, but also learned to walk, even just for a short distance," Wang said.Opened in 1999, the Shanghai Rehabilitation and Vocational Training Center for the Disabled specializes in medical, educational, engineering, and vocational rehabilitation for the disabled.Feeling timid and afraid of the strange new environment at first, Wang's son now very much likes the therapists at the center."The therapists here work very hard, since they provide training to children with cerebral palsy one at a time from dawn to dusk. The children have a busy day as well. My son spends his day either having meals or training," Wang said.The hard work has paid off. Her son has learned by heart many lines of a nursery rhyme and Chinese poem, as well as addition and subtraction.Largely satisfied with the results of the rehabilitation, Wang said she was thinking about sending her son to a regular primary school next year.According to Xu Shenglin, the center's vice director, the center treats children suffering from cerebral palsy or autism with a combination of therapies such as acupuncture, massage and sports, and every child with cerebral palsy is treated in a one-on-one rehabilitation program which has an effective rate of 95 percent.The center also runs a course for parents of children with cerebral palsy to teach them about home rehabilitation.Monthly fees for each child with cerebral palsy at the center is 3,000 yuan (495 U.S. Dollars), with 60 percent covered by health insurance. Families with children with cerebral palsy receive an annual subsidy of 10,000 yuan from the Shanghai municipal government.In Shanghai, the economic center of China, there are 942,000 disabled people, accounting for 5.29 of the city's population. The city's government has spent about 4.4 billion yuan in aid programs for the disabled since 2007, which has helped set up over 2,000 aid institutions and allows 100,000 disabled people to receive subsistence and other kinds of government subsidies.Under a program that offers health and medical services at home, some 130,000 disabled people have received basic rehabilitation services and 160,000 have received health check-up service.The government in Shanghai has also financed at-home care for 15,000 unemployed and severely disabled people who are not committed to any institutions or do not receive any subsidy for day care.In China, the rights of the disabled have always been a priority of the government. BEIJING, Sept. 24 (Xinhua) -- Premier Wen Jiabao's three-day U.N. visit this week has been fruitful as a major diplomatic effort at a time when new changes are emerging in the world economy and politics, Foreign Minister Yang Jiechi told reporters Friday.Wen was in New York from Tuesday to Thursday for the U.N. Summit on the Millennium Development Goals (MDGs) and the general debate of the 65th session of the U.N. General Assembly, a summit of the U.N. Security Council member states, and a high-level discussion panel on AIDS and MDGs. He also met with U.S. President Barack Obama on bilateral ties and regional and world issues, calling for more cooperation.Yang said Wen made the New York trip as the world economy stabilized and started to show improvement but the recovery remained unbalanced and was still not solid.The international community has, in general, made significant progress on meeting the Millennium Development Goals (MDGs), the minister said. he said, however, more imminent is the imbalance in international development and there are new challenges in international cooperation and development.The developing countries want more attention from the international community on the development issue, the minister said, and countries are ever more willing to promote peace, development and cooperation. BEIJING, Sept. 14 (Xinhua) -- A public supervision scheme for China's prosecutors will be rolled out nationwide next month, a senior Communist Party of China (CPC) leader said Tuesday.A pilot public supervisor scheme, which started six years ago, had proved effective in supervising judicial departments, said Zhou Yongkang, a Standing Committee member of the Political Bureau of the CPC Central Committee, at a meeting in Beijing.From next month, the measure would be formally adopted nationwide, he said.More work should be done to improve the selection and management of public supervisors and to draft regulations, he said.Government departments, non-governmental organizations, state-owned enterprises and communities could nominate members of the public as supervisors to the procuratorates.The public supervisors would give opinions to procuratorates when prosecutors decided to drop corruption charges, or when a suspect in the corruption case complained about the arrest.They could also oversee the actions of prosecutors, to prevent illegal detentions, obtaining confessions through violence and torture, and illegal collection of evidence.A report by the Supreme People's Procuratorate to the National People's Congress in March 2008 said about 86 percent of procuratorates had taken part in the trial.At the meeting, Zhou admitted that the country still faced a tough task in judicial reform.The government would work out new policies to attract more prosecutors and judges to work in local judicial departments, he said.

BAOSHAN, Yunnan, Sept. 4 (Xinhua) -- The death toll from mudslides that hit a village in southwest China's Yunnan Province Wednesday has climbed to 24, while 24 others remained missing, officials at the rescue headquarters said Saturday.The mudslides occurred at about 10:20 p.m. Wednesday in a village of Longyang District in Baoshan City.Experts said the area is prone to landslides and it is recommended to permanently remove its population to safer areas, said Zhao Maoqi, vice head of Longyang District Government.Authorities will soon begin to select a site and work on a relocation plan. Local residents are expected to move into new houses early next year, said Zhao.Up to 40,000 cubic meters of debris came crashing down on the village, trapping 71 people from 21 families.An initial investigation blamed the tragedy on loose dirt and rocks sitting atop a steep slope that had been soaked by rain for about 10 days.

BEIJING, Sept. 15 (Xinhua) -- The Chinese government on Wednesday stressed the importance for the country to improve river controls and prevent mountain floods in the wake of this year's frequent natural disasters.The statement was issued following an executive meeting of China's State Council, or the cabinet, which was chaired by Premier Wen Jiabao on Wednesday.In contrast with large rivers, the medium and small rivers in China are the Achilles' heel of the country's river control work, which surfaced in the wake of a series of flood-triggered disasters this year, according to the statement.Over the next five years, China will increase efforts to control medium and small rivers, remove dangers and consolidate medium and small reservoirs, as well as preventing mountain floods in a bid to protect the safety of people's lives and property, according to the statement.The central government will take flood-prone areas with dense population as priorities in dyke building and river regulation works, it said.Further, reservoir consolidation work should seek to increase the modulation capacities of water resources.The construction of flood storage regions along large rivers and lakes, including China's Dongting Lake and the Poyang Lake, should also be intensified.China will set up more radar stations and meteorological stations in flood-prone areas, and make thorough investigations across the country in order to have a panoramic view of the areas with hidden natural disaster dangers like flood, mudslide, landslide and collapsing mountains .Also, the country will strengthen ecological protection by planting more trees and vegetation to guard against soil erosion, according to the statement.To that end, the central government promised to provide financial support to local governments by increasing input and expanding funding channels, as well as strengthening supervision of construction.Floods, landslides and mud-rock flows in China killed 3,185 people and left 1,067 missing this year, as of the end of August, according to statistics from the Chinese National Committee for Disaster Reduction and the Ministry of Civil Affairs.The Chinese central government has spent 2.43 billion yuan (361 million U.S. dollars) on flood control and drought relief as of Aug. 23 this year, according to the Ministry of Finance.The meeting also noted that maintaining ecological diversity, including three tiers of ecosystems, species and genes over the next 20 years, is the basis of the existence and development of human beings and also a guarantee of safe ecological security and food safety.China will continue to improve laws and policies and promote international collaborations to protect ecological diversity, it added.
