SAN DIEGO (CNS) - Scorching heat is expected everywhere except the coast in San Diego County Friday and a brutal stretch of temperatures is not expected to relent until the middle of next week, according to the National Weather Service.Building high pressure over the southwestern United States will usher in scorching temperatures for the next five to six days, with the peak of the heat expected Friday through Monday, forecasters said.The NWS issued an excessive heat warning that will be in effect from noon Friday to 9 p.m. Monday in the county valleys, mountains and deserts.LATEST 10NEWS WEATHER FORECASTThe NWS urged residents to drink plenty of fluids, stay out of the sun and check up on relatives and neighbors. SAN DIEGO (CNS) - The name of the 46-year-old Ramona resident killed in a predawn shooting in his hometown was released by authorities today.A resident of the 600 block of Pine Street in the rural community southeast of Escondido heard a gunshot and found Mario Velazquez Cardoso mortally wounded in front of a neighboring home about 5:45 a.m. Thursday, according to sheriff's officials.Paramedics took Cardoso to a hospital, where he was pronounced dead.An arrest has not been made in the killing, sheriff's Lt. SAN DIEGO (CNS) - The Kmart store in Spring Valley is among 46 unprofitable outlets slated to start closeout sales this week, according to an announcement from the Sears Holding Corp.Five stores in California are among the 12 Kmart and 33 Sears stores slated to close by November. This includes the Kmart store at 935 Sweetwater Road in Spring Valley.The other California closures are Kmart stores in Los Angeles, Antioch, and Clovis and a Sears in Santa Cruz.Sears Holding Corp. owns both the Sears and Kmart chains. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday heard a proposal to reduce light pollution in two rural communities.The proposed amendment to the county's Light Pollution Chapter ordinance would cover the Julian and Borrego Springs Community Planning Areas.Both would be considered "Zone C" to receive a Dark Sky Community designation, which is generally more restrictive, according to a presentation at Wednesday's board meeting.Along with unanimously approving the ordinance amendment on first reading, the board also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.It would also support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.The board will consider formal adoption at its Nov. 18 meeting. If approved, the amended ordinance would take effect in January.Zone C is generally more restrictive and limits total amount of light per acre and has more restrictive standards for signage or nighttime sports.Proposed changes would include new lighting standards (for color type, levels and shielding) and sign illumination. The county would give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism. SAN DIEGO (CNS) - The local U.S. Attorney's Office announced Monday that one of its prosecutors will oversee efforts to handle complaints of voting rights abuses and election fraud in the Southern District of California, which includes San Diego County.Assistant U. S. Attorney Christopher P. Tenorio has been appointed to serve as the District Election Officer for the region. Tenorio will oversee local reports of potential election fraud and voting rights violations through Election Day, in consultation with Justice Department headquarters in Washington, D.C."Every citizen must be able to vote without interference or discrimination," U.S. Attorney Robert Brewer said.
