EL CAJON (KGTV) — Some amateur detective work by an East County business owner helped deputies track down two men suspected of stealing a popular wrought iron horse statue.Deputies arrested 56-year-old Percy Hill in Arizona and 62-year-old Rick Freeman near Lakeside on Friday.The men are accused of stealing the 10-foot-tall horse statue from outside the Double S Tack and Feed Store in unincorporated El Cajon on October 2. The statue weighs about 250 pounds, said owner Rita Gallant, somewhat lighter than initial estimates.After the theft, Gallant gathered surveillance video from nearby businesses and solicited tips on social media from the East County community.The video showed two vehicles were involved in the heist, including a distinctive Suzuki Samurai with a yellow flag mounted on a window, Gallant said. But the big break came on October 22, she said. Employees sounded the alarm when two men pulled up in the same Suzuki Samurai with the yellow flag. The men asked about purchasing yard art. Gallant thinks they were actually scoping out more things to steal."Not very smart," she said.After the store posted pictures and videos of the second encounter, a tipster was able to identify one of the men and deputies made arrests in two states."I never dreamed at all that I would ever get the horse back. I just wanted to make sure the people that stole him paid for it," she said.Gallant said she spoke with investigators who interviewed the suspects. "The gentleman took it for his yard," Gallant said. "He was doing a western theme."She drove the roughly 250-pound statue home from Arizona Monday night in a horse trailer. The statue was damaged during the burglary and poorly welded back together, but Gallant said she has plans to make it even better than before.She plans to re-weld the statue with a concrete base — possibly with steps to allow customers to take pictures — and a new sign on the bottom."Double S, one. EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project.The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs.The extra cost for those two combined is about .7 million.To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money.The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said.With the extra work, the venue will now open in the fall of 2019. EL CAJON, Calif. (KGTV) - A man and a woman were taken into custody following a carjacking and a string of robberies targeting San Diego convenient stores early Tuesday morning.The crime spree started around 1 a.m. when the couple allegedly carjacked a victim in El Cajon.Minutes later, the couple drove to a 7-Eleven store near the intersection of San Carlos Drive and Bisby Lake Avenue, police said.A male suspect armed with a handgun walked into the store while the clerk was preparing the register for the day, San Diego Police Officer John Buttle said.CRIME NEWS: Man hospitalized following deputy-involved shooting in Lemon GroveThe armed man reached over the counter and took money out the register, then the suspect ran out of the store. The couple fled in an unknown direction with an undisclosed amount of cash, police said.Moments later, a second 7-Eleven was robbed in Spring Valley. According to police, the suspects drove off in a car matching the description of the vehicle used in the Lake Murray incident.The couple then arrived at a third store on North Euclid in National City. The 7-Eleven clerk at the store said they "had a bad feeling about the couple" and alerted police, officers told 10News. EL CAJON (KGTV): Christmas season is always busy at Family Christmas Tree Farms in El Cajon. But this year, they've been busy for months, trying to save their crop.Excessive heat and drought in the summer, combined with an unusually warm fall, had a significant impact on their Monterrey Pines.During July and August, when temperatures reached 100 degrees, the farm doubled the amount of water it gave the trees.Meanwhile, warm weather in the fall kept the trees growing longer than usual. That meant they needed more maintenance than previous years.RELATED: Where to pick up a fresh Christmas tree in San DiegoManager Tyler Stokes says all the extra work and water has forced the company to raise prices, by a few dollars per tree."This is probably the most significant season we've had in terms of extra time and effort we're putting into the trees," he says.It's not just San Diego. Stokes says the prices on the trees they buy from the Northwest are also more expensive. That's because areas of Washington and Oregon also had unusually warm years.Fortunately, he says, the trees handled the heat well, and they didn't lose any of the crops.
