CHENGDU, July 17 (Xinhua) -- At least 13 people were killed and 23 others remained missing after the worst rainstorm of this year lashed Sichuan Province Thursday night, the provincial flood control authorities said Saturday.The victims were killed by mountain torrents, landslides, house collapses or other rain-triggered disasters, according to Sichuan's flood control and drought relief headquarters.The rain forced the Shuangliu International Airport in Chengdu, capital of Sichuan, to close Friday, affecting more than 100 flights and at least 10,000 passengers.The rain stopped in Chengdu Saturday and the airport was working around the clock to handle a record 640 flight landings and takeoffs.Many Chinese regions have reported casualties and losses caused by the rain.Hubei Province has seen 59 people dead and four missing by Saturday since heavy rains began to hit many regions on July 3, which incurred 8.92 billion yuan in economic losses.Shaanxi Province has reported four deaths since Thursday when downpours began to hit 13 counties and forced the evacuation of 260 people.The Three Gorges Dam on the Yangtze River, China's longest, raised water discharge speed again Saturday to save dam space for another round of rainfall coming in two or three days.The Three Gorges navigation administration said Saturday that it will close the ship lock if the floods gush in at a speed of up to 45,000 cubic meters per second.At least 146 people had been confirmed dead and 40 are missing in continuous rainstorms and consequent floods, reportedly worst in years in some regions, according to the Civil Affairs Ministry.
BEIJING, Aug. 11 (Xinhua) -- China's central government has urged more efforts to be made to ensure this year's grain output, a government statement said Wednesday.A string of policies have been rolled out to support autumn grain production, said the State Council, China's cabinet, in the statement released after an executive meeting chaired by Premier Wen Jiabao Wednesday.Autumn grain production is key for China to meet its annual output target as it accounts for 70 percent of the total production.The Ministry of Finance will allocate 1.1 billion yuan (162.4 million U.S. Dollars) to subsidize purchases of fertilizer and pest control, the statement said.Wen urged efforts to restore production in disaster-hit regions at the meeting, after large swathes of farmland have been affected by floods in recent months.Wen also stressed the application of technology and weather forecasting at the meeting.China's summer grain output declined 0.3 percent year on year to 123.1 million tonnes this year, the first fall in seven years, according to the National Bureau of Statistics.

BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office.
