WASHINGTON — The government’s cybersecurity agency is expressing increased alarm about a hack of computer systems in the U.S. and around the globe that officials suspect was carried out by Russia.The cybersecurity unit of the Department of Homeland Security says the hack “poses a grave risk” to the U.S. government and state and local governments as well as critical infrastructure and private business.The Cybersecurity and Infrastructure Security Agency announced the SolarWinds Orion vulnerability that was disclosed this week as the compromised piece of software, was not the only way that hackers were able to get into government agencies, private companies and critical infrastructures over the last several months."CISA has determined that this threat poses a grave risk to the Federal Government and state, local, tribal, and territorial governments as well as critical infrastructure entities and other private sector organizations," the alert issued by the agency said. VISTA (CNS) - A man who fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement pleaded guilty today to charges of violating civil rights by damaging property and vandalism.Steve Soto, 23, of Carlsbad, is slated to be sentenced Sept. 28 to one year in county jail stemming from the June 4 shooting that shattered a window at Bliss Tea & Treats.Oceanside police Sgt. John McKean said Soto drove by the business, then fired a BB gun out the window of his vehicle.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.The sergeant said surveillance video helped detectives identify the vehicle used in the crime, leading to Soto's arrest on July 15.He also pleaded guilty to an assault charge related to a May 28 incident involving a male victim and a misdemeanor vandalism count related to an unspecified July 4 incident.He was facing a hate crime allegation stemming from the Bliss Tea & Treats shooting and other misdemeanor charges of discharging a BB gun in a grossly negligent manner stemming from unspecified incidents occurring in June and July, but those counts were dismissed as part of the plea agreement. 1232

The high court on Monday struck from the law that created the agency restrictions on when the president can remove the bureau’s director. VISTA, Calif. (KGTV) -- Californians are getting ready for a new set of businesses to reopen after June 12, 2020. Last Friday, the state released specific COVID-19 guidelines for several industries, including gyms, bars, and hotels. Vista Fitness owner Brian Belasco is setting up cones in his parking lot to create social distancing spots for his patrons. He's doing this well in advance of the state's gym reopenings on June 12."Being able to reopen means the world to us," Belasco said. Last Friday, Gov. Gavin Newsom released specific guidelines for the next group of industries allowed to reopen with modifications, no sooner than June 12, 2020. They include gyms, schools, film production, professional sports, bars and wineries, hotels, cardrooms, family entertainment, museums, and zoos. Since mid-March, Belasco said his trainers have been successfully teaching online workout classes. "We just finished a virtual challenge," Belasco said. "We had members losing up to 30 pounds in 28 days."But he said he is ready to see his members in person. "It's the camaraderie, especially times like right now, bringing people together that is our specialty," Belasco said. WASHINGTON — The federal government is outlining a sweeping plan to make COVID-19 vaccines available for free to all Americans, but polls show a strong undercurrent of skepticism across the country. In a report Wednesday to Congress and an accompanying “playbook” for states and localities, federal health agencies and the Defense Department are sketching out complex plans for a vaccination campaign to begin gradually in January or later this year, eventually ramping up to reach any American who wants a shot. According to The Associated Press, facets of the playbook include:Most COVID-19 vaccines will require two shots to be taken three to four weeks apart. Those who receive these vaccines will need to receive doses made by the same drugmaker.Early in the vaccination campaign, supplies will be limited and will be reserved for health care and other essential workers, as well as vulnerable groups. Later phases of the campaign would expand distribution to the entire country.The vaccine will be free to those who receive it, thanks to funding allocated by Congress and the Trump administration.States and local communities will handle distributing the vaccine, and must submit plans to the federal government in about a month's time.The vaccination campaign faces an uphill battle from a skeptical public. An AP poll taken in May found only about half said they would get a COVID-19 vaccine.
