CHULA VISTA (CNS) - A homeless man accused of repeatedly burglarizing the office of a South Bay community group before torching the premises last week pleaded not guilty today to a slew of charges including arson of a structure, grand theft and burglary.Christopher Treyvoun Jenkins, 28, was ordered held on 0,000 bail.He faces six years and eight months in prison if convicted.Jenkins allegedly set fire to the Chula Vista headquarters of the Alliance of Californians for Community Empowerment shortly after midnight on Nov. 9, causing major damage to the structure and its contents, according to police.RELATED:?Homeless man arrested for Chula Vista arsonJenkins also is believed to have burglarized the H Street office in January and June, Chula Vista police Lt. Kenny Heinz said.While investigating the crimes, detectives learned that Jenkins, who is homeless, "might have been residing on the property without permission from the property management company," Heinz said."Jenkins told detectives that he was having an ongoing dispute with the tenants over the disposal of his personal property and committed the arson because of the dispute," the lieutenant said.Members of ACCE -- which works on behalf of minorities and low-income residents, and was a prominent proponent of rent-control measures on this month's election ballot -- initially feared that the blaze was meant to intimidate them due to the nature of their work."We did not know who set the office on fire or their motivation, but given the information that we had and the political moment that we are in, many of us feared that the attack was politically motivated," the organization stated in a social media posting this afternoon. "According to the police, this wasn't the case."Heinz said investigators found "no evidence that these crimes were politically motivated or related to any hate crimes."Jenkins, who is also charged with misdemeanor shoplifting and petty theft, will be back in court Nov. 27 for a readiness conference and Nov. 29 for a preliminary hearing. 2053

CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916

CHICAGO, Illinois — People are caught on camera an average of 75 times a day.But there is now some new technology hitting the market that can hide a person's face from some of those."Baby Driver" is the latest Hollywood movie to use crazy fashionable technology to commit crimes like robbing banks. The truth is they may not be that far off. Scott Urban, the creator of Reflectacles, says his product helps bounce light back directly to where it came from.“One of my past clients came up to me and asked me to make him a pair of reflective glasses," Urban said.The glasses don't make a person invisible, but can throw off security cameras. One of his biggest concerns is privacy.“You know if you have this concept that you're being filmed and recorded and listened to everywhere you go, you might limit your own personal freedoms," he said.The glasses reflect light into the camera creating a blown out glow.Our reporter found the glasses work really well when it's dark, but in broad sunlight, not so much.Scott's gear got him in a bit of trouble at the neighborhood bar he goes to often. They asked him to take off his glasses. Katrina Arthur, the manager and fourth generation's family owner of Archie's Iowa & Rockwell Tavern, said, “We want to be sure if anything were to happen and go back and look at our security tapes and be able to identify anybody who may have caused an incident."Our reporters also found reflective glasses aren't the only option out there. The ISHU cloak is made by entrepreneur Saif Siddiqui, who feels strongly about privacy as well.“It's just the option of going invisible," Siddiqui said.He sells anti-paparazzi gear. Siddiqui's clothing does nearly the same thing as the glasses — gives back some privacy.“I find it important to give people the option to not be seen," he said.But these option may be short-lived. Security companies are taking notice of this new technology and working to stay ahead of it.“There are ways to make cameras that can see everybody's face, and I suppose it can be a cat and mouse game or I invest in better and better technology to hide my face."Keith Jentoft, is a video surveillance expert with more than 20 years in the business. He believes this type of tech actually does the opposite of what's intended because it sticks out."You're going to be calling yourself out and calling attention to yourself. If you're spending a lot of money to be private, people want to know why," Jentoft said.Scott Urban knows his gear isn't for everyone but says there's something bigger to consider.“Is it ok for you to tell me that my face must be recorded and analyzed everywhere I go?" (KGTV) -- A group of parents from the Sweetwater Union High School district have started a petition hoping to push the district to allow their student-athletes to return to practice.As of Tuesday night, the petition has over 1,100 signatures. The parents want their children to follow all safety and social distancing guidelines, but they say the district has told them the kids can't practice. The petition gives examples of other school districts in San Diego County that have allowed their student athletes to return to practice. The petition even suggests that district officials are keeping sports shut down to balance Sweetwater's multi-million dollar budget deficit.Parents argue that not having sports is affecting their children's mental health and that not practicing could put them at a disadvantage once the seasons starts and when it comes time to get sports scholarships. CHULA VISTA, Calif. (KGTV) – A 13-year-old boy was taken to the hospital after police said he was driving a SUV that rolled over at a Chula Vista rock quarry.Police said the incident happened at around 2 a.m. Wednesday in an area off Hard Rock Road, near Heritage Road.According to police, an SUV driven by the teen crashed through a gate at a rock quarry and then rolled over. Witnesses reported seeing several juveniles get out of the wreckage and run away from the scene.The 13-year-old driver remained with the SUV and was questioned by police before being transported to the hospital. It is unknown if the teen suffered any serious injuries.ABC 10News learned police launched a drone to search for the passengers but could not locate them.Police are trying to determine who owns the SUV, how the teen ended up behind the wheel, and if the vehicle was stolen. 871
