SAN DIEGO (KGTV) — The topic of voter fraud has been in the spotlight more than usual this election cycle, with President Donald Trump encouraging supporters to volunteer as poll watchers and tweeting about election-related fraud at least eight times in the last week.There are several categories of voter fraud, including ineligible voting by non-citizens or felons; or double voting, when someone illegally casts more than one ballot.Voter fraud is cheating by voters themselves, which is distinct from other forms of election malfeasance, and there have been dozens of studies aimed at measuring it over the last few years.There are essentially two types of academic research on voter fraud: studies that examine documented cases of voter fraud, such as ones mentioned in news articles or criminal prosecutions; and studies that try to predict how much fraud might be going undetected, using advanced statistics and artificial intelligence techniques.Pam Smith, the former president of the non-partisan Verified Voting Foundation, summarizes the research on documented voter fraud this way: “There's an infinitesimal amount of voter fraud where a voter is intentionally doing something fraudulent.”A 2007 study by the Brennan Center at New York University calculated the rate of voter fraud in three elections in the early 2000s at between 0.0003% to 0.0025%.The odds of being struck by lightning in a given year is 0.0002%.The Heritage Foundation, a conservative think tank, keeps a database of known cases of voter fraud. It now has 1,298 examples.The examples date back to 1982 and cover both presidential and off-year contests. There were more than 1 billion votes cast in presidential contests alone during that span.But those are the known cases. What about undetected cases of voter fraud?This is an area of study called election forensics, where researchers use advanced statistics and machine learning to estimate irregularities.One study by researchers at Harvard and Stanford universities looked at voter registration data in the 2012 election and used algorithms to estimate that the maximum amount of double voting was .02%, or 1 out of every 4,000 ballots.But the researchers also showed that most, if not all, of these possible double votes, could have actually been innocent clerical errors. The researchers audited poll books in Philadelphia and found a 1% error rate; an error rate of 1.3% would be enough to explain all of the irregularities.There are other kinds of fraud, called election fraud, like the illegal ballot harvesting in North Carolina’s 9th District in 2018. But Smith, of Verified Voting, said those cases are actually easier to catch because they typically involve multiple people.In the very rare cases when they do happen, judges can order an election re-do.“Fraud on any kind of massive scale, as we've heard talked about, that doesn't happen,” Smith said. “And there are safeguards and guardrails in place to prevent it.”Smith said California’s guardrails include pre-election testing of voting machines and other equipment and audits after the election.California voters can also sign up for a free tool called “Where’s My Ballot?” The service will send automated alerts the moment your ballot is received and counted. 3270

SAN DIEGO (KGTV) - The Trump administration’s latest effort to keep asylum seekers out of America is being met with opposition. Attorney General William Bar directed immigration judges to deny bond hearings for asylum seekers arriving at the border. The ruling does not go into effect for another 3 months and Barr himself noted it will have a "significant impact" on the already overcrowded detention centers. “A person can be detained indefinitely," said immigration attorney Edward Orendain. "This is just another attempt by this administration to make things more difficult for those seeking asylum.” The Department of Homeland Security acknowledged overcrowding many of their detention centers along the border earlier this month and requested the 90-day delay after Barr’s ruling on Tuesday. “It’s only a call to build more detention centers,” said Benjamin Prado with American Friends Service Committee. “Those contracts go to a private prison corporations that make huge amount of profits on the detention of people, off the ‘warehousing’ of individuals.”Barr’s ruling is expected to be challenged in court. 10News has reached to Immigration and Customs Enforcement on how this would affect their centers in San Diego. 1234

SAN DIEGO (KGTV) -- Thousa---nds of businesses across California have permanently closed their doors due to the COVID-19 pandemic.According to Yelp's local economic report, restaurants and retail continue to struggle, and total closures nationwide have started to increase.The September report noted more than 19,000 businesses in California have permanently closed."The states with the most closures are home to the hardest-hit metros: Las Vegas in Nevada, Honolulu in Hawaii, and several of the largest California urban areas all are among the metro areas with the highest total closure and permanent closure rates (San Diego, San Francisco, San Jose, Los Angeles and others), with roughly 20 businesses per thousand temporarily or permanently closing their doors since March 1," the report stated.The report said professional services and solo proprietors generally have been able to weather the storm and maintain a relatively low fraction of closures since March 1."Small business, the one thing you know for sure is you're going to have to adapt and figure out real quick what you have to do no matter what comes your way," said AJ Williams, of Hammonds Gourmet Ice Cream.Williams said he remembers the exact moment he learned about the initial stay at home order."I saw the news flash come across and immediately told my entire staff, hey, in the middle of a shift, shut the doors and close things down," he said.Williams said he kept Hammonds Gourmet Ice Cream closed for the first few weeks of the stay at home order. As an essential business, he was able to slowly reopen with new restrictions and safety measures in place.Through a steady stream of customers and some cost-cutting measures, Williams has been able to keep the lights on."If you compare it to when COVID-19 started, we're doing great," he said. "If you compare it to where we were last year, not so great."Williams considers himself lucky. Not every business has survived."We've lost permanently now 13 percent of our businesses," said Jason Wells, executive director of the San Ysidro Chamber of Commerce. "That's about 97 businesses."Wells explained that COVID is having an impact on the border businesses, but in that region, it’s the border restrictions put in place because of COVID that's keeping tens of thousands of shoppers from doing business.In March, the United States restricted all non-essential travel across its borders. According to the Department of Homeland Security (DHS), "non-essential" travel includes travel that is considered tourism or recreational in nature.On Twitter, acting DHS Secretary Chad Wolf released a statement saying, "We continue to work with our Canadian and Mexican partners to slow the spread of COVID-19. "Take all my savings and just see what happens."Duncan said he got the keys to what's now Colin's Barber Shop in San Luis Obispo at the end of March. He opened in June and hasn't looked back."It’s been a roller coaster that's for sure," Duncan said.
