She and her husband have lived at the City Scene condo complex for eight years."Felt violated. Something just didn't seem right," said Farias.That something was a hole in a fence that separates her garage from her neighbor's. All of her belongings were untouched, except for something expensive: a Cannondale R500 triathlon bike - loaded with accessories - valued at some ,000."You just feel icky. Someone knows how to get into your belongings and take your stuff," said Farias.In this case the 'how' included the neighbor's garage door accidentally left open. The thief got into that garage and cut open up the shared fence. Detectives told Farias of a rash of other incidents. "Four times in the same area in the past month," said Farias.In each of the cases, the burglar somehow broke into one garage, then went to work on the fence."Just means people are lurking in the neighborhood, following you and seeing when there is an opportunity. That's scary," said Farias.Farias says the thief knew exactly what he wanted, leaving behind less expensive items. Her big fear is what could happen when the thief strikes the next time. She can't help but think she and her baby could have walked in on the burglar."Makes me sick to my stomach. SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

  

SAN DIEGO (KGTV) — A man was stabbed to death outside a Pacific Beach 7-Eleven store late Friday after an argument with another man.The man was stabbed moments after he walked out of the convenience store at about 1 a.m. Saturday, according to San Diego Police. The victim, a 40- to 50-year-old man, got into an argument with another man outside the store before he was stabbed in the upper torso.The suspect, a black male in his 20s or 30s and dressed in a black shirt and dark jeans, fled the scene with a skateboard, police say.San Diego Fire-Rescue paramedics performed life-saving measures upon arrival but the victim was pronounced dead at a nearby hospital. They have not been identified.A portion of Mission Blvd. at Grand Ave. was closed until about 6:30 a.m. to investigate. Police have been in contact with local businesses to gather evidence and possibly surveillance video that may have captured the incident. SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. San Francisco and Oakland are using this system, we are taking their model and improving on it." 1514
