SAN DIEGO (CNS) - A parolee who allegedly stabbed a pair of transients -- one fatally -- in two separate Midway District attacks on Thanksgiving Day was charged Friday with murder, attempted murder and assault with a deadly weapon. Forrest Robert Brantley, 38, of Ventura County, is accused of fatally stabbing 55-year-old Robert Erbe in the neck at about 8 a.m. Nov. 28 outside a business in the 3100 block of Sports Arena Boulevard, according to San Diego police.Brantley is also accused of stabbing another man three times in the back and arm on Sports Arena Boulevard about six hours prior to Erbe's slaying, according to Deputy District Attorney Will Hopkins.The prosecutor said that after stabbing the first victim around 2 a.m., Brantley returned to the area and approached Erbe and an unidentified second transient outside a 7-Eleven store.RELATED: Police identify man in deadly Thanksgiving Day Midway District stabbingHopkins said he offered Erbe drugs in a bag and then stabbed the victim while Erbe was looking through the bag.According to the prosecutor, Erbe asked Brantley why he stabbed him and Brantley responded, ``This is war,'' then stood over the victim and watched him bleed out.In the days following the stabbings, San Diego police circulated photographs of the defendant, which included images captured from surveillance footage on the San Diego trolley.Brantley was arrested in Ventura on Dec. 4 while walking near the intersection of the 101 Freeway and state Route 33, where officers recognized him from fugitive-suspect alerts, according to police in the coastal city north of Los Angeles.According to the prosecutor, Brantley posted on social media days prior to the stabbings that he was going to ``help the homeless,'' though his true intention was to target homeless victims.RELATED: Midway District murder suspect arrested in VenturaWhile the prosecution asked for no bail, San Diego County Superior Court Judge Jay Bloom set bail at million due to the ``totally senseless'' nature of the attacks on ``vulnerable victims,'' as well as the flight risk he believed Brantley represented. SAN DIEGO (CNS) - More than 1.3 million ballots had been received by the San Diego County Registrar of Voters by mid-afternoon today, with around 51,000 votes cast at polling locations so far.The San Diego County Registrar's Office reported 1.36 million ballots collected by mid-afternoon out of the 1.95 million registered voters in the county.With county polling locations open early, about 126,000 residents were able to cast their votes in person over the past four days, the Registar's Office said.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one. Voters who prefer to cast their ballots at their assigned polling place on Election Day can do so until 8 p.m.An in-person voting location tool can be found on the county's voting website, SDvote.com.County voters also have until 8 p.m. to drop off mail ballots at 125 drop-off locations throughout the county, which can found on the Registrar's website.Registrar of Voters Michael Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project.The extension and related projects are intended to reduce traffic congestion as the county's population increases. Pollack ruled both the project's proposed bond funding mechanism and an agreement of cooperation with the Plaza de Panama Committee to be legal, allowing the city to proceed with the plan to reduce traffic congestion in the park, according to the city attorney's office.San Diegans for Open Government argued that the city should have allowed voters to decide whether the city should rely on million in bonds to help fund the project.The City Council approved the project by a 7-1 vote in 2012, but six years of challenges and litigation stalled its implementation.The project will limit vehicle access and improve parking in order to restore the Plaza de California and Plaza de Panama as dedicated pedestrian areas."Balboa Park truly is the jewel of San Diego, and I am excited that the city can finally move forward with its plans to revitalize the Park for the enjoyment of San Diegans and tourists alike," City Attorney Mara W. Elliott said after the ruling.The Plaza de Panama project will also include improvements to more than six acres of park space and improved park access. The city will select contractors through a competitive bidding process and plans to break ground on the project as soon as next spring. 1407
