New York City Mayor Bill de Blasio has told top brass at the city's police department to stop arresting people who are caught smoking marijuana in public, according to a City Hall aide.Currently, smoking in public can lead to arrest, while possession of small amounts of marijuana can lead to a summons.This weekend, the mayor told the NYPD to issue summonses for smoking pot in public, instead of making arrests.The NYPD has already begun a working group to evaluate its marijuana enforcement procedures and present its recommendations within 30 days, at the mayor's request. The mayor made it clear this weekend that ending public marijuana smoking arrests is one of the changes he wants.Any changes to NYPD's policy on smoking in public would not take effect until the end of the summer.NYPD Deputy Commissioner of Public Information Phil Walzak told CNN that the 30-day working group is already underway, and that the issue is "certainly part of that review.""The working group is reviewing possession and public smoking of marijuana to ensure enforcement is consistent with the values of fairness and trust, while also promoting public safety and addressing community concerns," Walzak said. 1204

No Crime Stoppers reward will be given to the woman who alerted police of the Waffle House shooter's whereabouts after he killed multiple people in Antioch. That's because the woman did not submit a tip through Crime Stoppers, instead, calling 911 with the suspect's location. "I get goosebumps talking about it," Lydia French said as she recalled the day that the suspect was caught. French spotted the man coming out of the woods near her worksite, next to where the suspect lived, when she called police. She then spotted the suspect a second time and called 911 again. "When he came out of the woods the second time and I got a good look at him, oh, I knew. I knew for sure. I called 911 back the second time and said, 'Your guy is right here. It's him,'" French said.She said police responded immediately."It was crazy. I've never seen so many vehicles just storm an area like they did," she said. While French called in the tip to 911, she was surprised that she wasn't given a reward from Crime Stoppers, and many others were confused about the situation as well."Unfortunately, we cannot pay the reward on this as Crime Stoppers was contacted after they advised the police department," an email from Crime Stoppers read.Crime Stoppers is a separate entity from the police department. "I actually thought they were hand-in-hand," French said. According to Liz Parrott, the chair of Nashville Crime Stoppers, to get a reward from Crime Stoppers, tipsters have to call the tip line, (615) 74-CRIME, or submit the tip through their mobile app. In the case of the Waffle House manhunt, French called 911. NOGALES, Arizona — Military officials were on the U.S./Mexico border today to talk about adding security in preparation for the migrant caravan.Talking with army soldiers from the DeConcini and Mariposa port of entries, they say, they're taking Customs and Border Protection's lead. They say the Department of Defense has military units out here until December 15th. But that date is mission dependent."Engineering is engineering. Chad Caldwell, the 62nd Engineer Battalion commander.These soldiers are a part of the 5,000 troops near the country's southwest border to prepare for the expected arrival of the migrant caravan. Last week, they started placing razor wire above the border fence, a task that is not yet complete. And yesterday, the army helped close two lanes at the DeConcini port of entry."It has been a challenge. It is not a standard mission-set to be trained for back in Ft.
