SAN DIEGO (KGTV) — Though there are still votes to be counted, data from the San Diego County Registrar of Voters is showing how residents voted on some of the most widely publicized races this midterm election.While the Registrar's data reports 100 percent of precincts, there are about 490,000 outstanding ballots waiting to be processed — so these numbers are not the county's official results.They do, however, show how San Diegans compare in statewide races.STATEThe race for governor was fairly close according to the data, with Democrat Gavin Newsom leading 53.87 percent to Republican John Cox's 46.13 percent.Cox conceded to Newsom late Tuesday after statewide numbers showed Newsom take the lead, winning 59 percent to 41 percent.RELATED: Nathan Fletcher, Jim Desmond win San Diego County Board of Supervisors seatsIn the race for U.S. Senator, San Diegans voted for Democrat Dianne Feinstein 53.6 percent to fellow Democrat Kevin De Leon's 46.4 percent. In California, Feinstein took about 56 percent of the vote.California's Attorney General race was squarely in the hands of Democrat Xavier Becerra in San Diego County, who gained 55.16 percent of the vote.LOCALAt a local level, the close races continued, with Democrat Mike Levin taking former Rep. Darrell Issa's 49th District seat with 56.86 percent of the vote.The race for the 50th District remained close as well, with Republican incumbent Duncan Hunter holding on over challenger Ammar Campa-Najjar with 53.94 percent of the vote in San Diego.PROPOSITIONSProposition 6, known as the gas tax repeal, took favor in San Diego County with 52.64 percent of the vote. Though statewide the prop failed, only gaining a 45 percent approval vote.The Daylight Saving Time measure, Proposition 7, also had fans in San Diego County with 68.55 percent approval. About 62 percent of statewide voters also shot down Proposition 10.San Diego County also stayed close to the statewide results on Proposition 12, establishing new standards for farm animals. The county saw a 59.15 percent approval of the prop, while it passed the state with about 61 percent of the vote.MEASURESThe most contentious measures in San Diego were perhaps Measure E and G, for the Mission Valley stadium site.Measure E, the SoccerCity proposal, faced a wall of disapproval with 69.57 percent of San Diego voters saying "no."Measure G, the SDSU West proposal, took in 54.55 percent approval from voters.RELATED: HEAT MAP: Registered voters in San Diego CountyMeasure W didn't win over National City voters, with 53.9 percent disapproval. SAN DIEGO (KGTV) — The woman killed after a loose dog on State Route 94 caused a chain-reaction crash has been identified.Grace Villar, 53, died Saturday after the Toyota Camry she was in was hit from behind by a Dodge pickup truck, according to a report by San Diego's Medical Examiner. Traffic in front of the Camry was stopped due to a loose dog in the highway.Villar was one of three people in the vehicle taken to Scripps Mercy Hospital following the crash.According to the California Highway Patrol, a Ford F-150 owned by the San Diego Humane Society was parked in the median of the highway to wrangle a loose dog, when the dog ran into traffic.Cars were forced to stop and some swerved in the process, including the car Villar was traveling in. The Camry swerved and came to a stop in the number one lane when a Dodge also in the number one lane swerved to avoid the Camry.RELATED: One killed, 3 injured in multi-car crash after dog gets loose on the freewayThe Dodge was struck from behind by a GMC Yukon that was unable to stop in time, sending it into the Camry, which was sent the Camry into the Humane Society pickup.One person in the GMC Yukon was also hospitalized.A GoFundMe has been set up for Villa to help with funeral expenses. 1274

SAN DIEGO (KGTV) - The San Diego region needs to develop new housing units at a pace not seen since before the housing bubble burst to meet the demand.A new report from the San Diego Association of Governments says the region needs to add about 171,000 new houses, condos and apartments by 2029, based on a state projection of population growth. That pace, of about 17,000 homes a year, hasn't been reached since 2003. And in 2017, the county only authorized 10,000 new units.HOUSING COVERAGE: 506

SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) -- The San Diego Department of Agriculture is warning residents not to open unsolicited packets of seeds some people reported receiving from China.The department says it has taken 58 calls from people reporting receiving the seeds as of Wednesday afternoon and warns anyone who receives a package to not plant the seeds or throw them away. “The main concern with these seeds is that they were mislabeled and went through customs without an inspection. Seed from other countries might have pests or diseases that don’t exist here. The County Department of Agriculture, Weights and Measures is constantly looking for invasive pests which can be weeds, insects, or diseases. They can cause a lot of harm and we work hard to eliminate them.”RELATED: Mysterious seeds sent from China to US mailboxesThe department says unopened seed packets should be dropped off at drop boxes at 151 E. Carmel St, San Marcos 92128 or 9325 Hazard Way, San Diego 92123 address. She said she didn't think anything of it when it arrived at her Imperial Beach home a few weeks ago."I said 'I don’t remember ordering and I thought maybe I did, or maybe it was a free gift or something,'" she said.She put the package aside until recently, when posts and warnings about the seeds started circulating. She said she's happy she didn't throw it away or plant them, but is nervous that her name, address and phone number were all on the package.Reports of unidentified seeds from China have been popping up across the country. All 50 states have now issued warnings about the packages. The department believes it is all part of a “brushing” scam used to boost ratings for online vendors. The packaging label ranges from jewelry to "handmade flowers," and the seeds on the inside vary in size and shape.“At this time, we don’t have any evidence indicating this is something other than a ‘brushing scam,’ where people receive unsolicited items from a seller who then posts false customer reviews to boost sales. USDA is currently collecting seed packages from recipients and will test their contents and determine if they contain anything that could be of concern to U.S. agriculture or the environment,” the USDA said.Wang Wenbin, a spokesperson for China's foreign ministry, said at a briefing on Tuesday that the address labels were forged and that China Post has asked USPS to send those packages to China for investigation. 2618
