CHULA VISTA, Calif. (KGTV) — As ICU capacities continue to dip, coronavirus positive cases within the local Latino community stay high. Leaders within the Latino community are now pleading with people to stay home during the holidays. Christmas is just days away, it's a festive time for family, a joyous time of gathering. But Nancy Maldonado with the Chicano Federation says this year, that cannot happen."I get it, it's hard, but it's necessary, and it's what we have to do right now," Maldonado said.The percentage of Latino San Diegans testing positive with COVID-19 is disproportionately high. While making up 34% of the county population, Latinos make up nearly 60% of positive COVID cases. With ICU space now extremely limited, Maldonado says they cannot afford to add to those statistics."Latinos have been hit really hard because of the overrepresentation in front line jobs, because of crowded housing, and because of a number of different factors," Maldonado said. "What we're seeing right now is the fallout of people gathering from Thanksgiving, and we don't want to see these numbers increase."Last week, ABC 10News reported that the wait times at the South Chula Vista Library's free, no-appointment COVID testing site were hours long. But beginning Sunday, the county changed the site to be appointment only. The goal is to keep people from going out and gathering at a COVID-19 hotspot.The South Bay, which is home to many Latinos, has been hit hardest with the virus. Maldonado says that is why the Chicano Federation has boots on the ground to launch the "With Pride" campaign."It's the 'Con Orgullo' campaign, 'With Pride,'" Maldonado translated. "Because what we really want to do is touch on people's pride that they feel when keeping their families and communities safe."Their message is for people to get tested, stay safe, and stay home during the holidays."We are very family-oriented," Maldonado said. "Traditionally, we do gather during the holidays, and we gather in large groups. So we're sending a message that this holiday season, it has to look different so that next year, we can all get back to celebrating the way we love to. It's great to feel hopeful. Business applicants must have a year of experience operating a legal marijuana business.The ordinance will also allow legal delivery services to operate in the city and for businesses that grow cannabis, though only in industrial areas of the city. Now, Chula Vista resident will be tasked with voting on a local cannabis tax. Tax dollars would pay for new changes, processes, and enforcement of marijuana in the city.If everything is approved, the measure would go into effect Jan. 1, 2019, a year after a voter-approved proposition legalized weed across California.Chula Vista leaders hope the new ordinance will help crack down on illegal pot shops operating within the city. 1421

China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. That will bring China's tariffs on American-made cars to 15%, in line with those for cars made in other countries.China also said it would suspend its 5% tariff on 67 other auto parts.China imposed the additional tariffs on US cars in July and on some auto parts in September as part of its retaliation in the trade war between the two countries.At their meeting in Argentina, Trump and Xi agreed to a temporary truce while they try to negotiate a broad trade deal over the next 90 days.In its statement Friday, the Finance Ministry described the decision to remove the tariffs as a "concrete action" aimed at helping to bring about a "mutually beneficial new Sino-US trade order."Xi pledged in April that China would cut tariffs on imported cars this year. CHULA VISTA (CNS) - A former Tijuana police officer was handed a two- year state prison sentence today for his role in a planned break-in of a Chula Vista residence, which he and others believed was a stash house containing around million in drug money.Marco Quijas-Castillo, 28, pleaded guilty earlier this year to one count of conspiracy to commit robbery for the attempted January break-in.A fellow Tijuana officer, Jesus Estrada Torres, 35, was also charged in the case and is awaiting trial on a conspiracy charge.According to preliminary hearing testimony, the two officers and four other men believed a shipment of money would be delivered to the three-bedroom residence, which was actually being rented by the FBI. The defendants were informed of the supposed shipment by an undercover FBI agent, according to testimony.According to the criminal complaint, Quijas-Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 34, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 30, who allegedly traveled to Chula Vista from San Bernardino County.Castillo and Torres ``provided counter-surveillance'' at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance near the Chula Vista residence while Shaw walked up to the house, and ``entered a code into a lockbox containing a key to enter the house,'' the complaint alleges.According to testimony, the men planned to tie up two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home. 1733

CHICAGO, Illinois (WGN) — Six people were rescued after an elevator suddenly stopped for several hours in the building formerly known as the John Hancock Center.Around 12:30 a.m. local time Friday, the group was leaving the Signature Room and the elevator was near the 95th floor when two cables broke, causing the elevator to stall near the 11th floor of Chicago’s fourth-tallest building.The elevator ride was faster than normal, those on it said. They later learned they fell 84 floors before their rescue, according to a report by The Chicago Tribune.Fire officials said the elevator was in a "blind shaft", which means there were no door openings.At about 3 a.m., firefighters broke through a brick wall in the parking garage to access the elevator and rescue the group, that included a pregnant woman.No one was injured or needed medical treatment.The John Hancock Center is Chicago's fourth-tallest building. 933
