DALIAN, Sept. 10 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that the World Economic Forum (WEF) is helpful in gathering confidence for fighting global economic downturn. Wen made the remarks while meeting with WEF chairman Klaus Schwab on the sidelines of the the Annual Meeting of the New Champions 2009, also known as the Summer Davos.     The three-day forum, held in northeastern China's port city Dalian, has attracted some 1,400 participants from 86 countries and regions to discuss topics about the theme of "Relaunching Growth". LONDON, Sept. 5 (Xinhua) -- Britain hopes to further expand cooperation with China in economic, financial and trade sectors, Business Secretary Lord Mandelson said Saturday.     In a written interview with Xinhua on the eve of his visit to China, Mandelson, also the First Secretary of State, said economic and political relations between Britain and China are very strong.     The High-Level Economic & Financial Dialogue would lead to collaboration in areas such as the development of financial services, the protection of intellectual property rights, and the establishment of a comprehensive social security system in China, Mandelson said.     During Mandelson's visit, which begins Monday, he will give a speech at a low carbon business solution event in Beijing attended by about 250 British and Chinese companies. He will also sign a "Sustainable City" memorandum of understanding with Changsha, the capital of south central China's Hunan province.     "The UK is keen to share its low carbon technology," Mandelson said, noting that Britain would like to export even more high-tech goods to China.     Mandelson said the UK, by far, is the largest European investor in China and transfers much of its technology to the country through wholly owned subsidiaries and joint ventures.     The business secretary expressed hope that China would improve its regulations to facilitate British companies' participation in its hi-tech sectors.     China, Mandelson said, has taken every measure possible to mitigate the impact of the global financial crisis, which also has contributed to the recovery of the world economy.     He called China's huge stimulus package "a very impressive commitment to rebuilding its economy and the welcome effects are already being felt."     China has contributed to the rebalancing of the world economy by re-orienting its own growth model to stimulate domestic consumption, the business secretary said.     Meanwhile, Mandelson also expected China to play a bigger part in pushing forward multilateral trade talks     "I hope China will play an important role in achieving a conclusion to the Doha Development Round and I hope that the global recession has provided a sense of renewed urgency for this agreement", he said.     As the former EU Trade Commissioner, Mandelson has never shied from voicing his objections to protectionism.     Imposing tariffs on imports, he said, creates distortions in the global economy, which result in poverty and inequality.     Trade is essential to the prosperity of the world economy and remains one of the main avenues open to increase productivity and growth, he said.     "I hope that UK and China's joint efforts to foster closer trade and investment links in China's rapidly developing regional business centers will stimulate and serve to support new business partnerships," the business secretary said.     Mandelson said China's process of gradually opening its capital market would deepen the capital and expertise available to Chinese companies as they increasingly look to expand overseas.     "We are equally keen to work with the Chinese authorities and markets to enable foreign firms to list on its exchanges," he said.     "We are very supportive of the State Council's desire for Shanghai to develop into a truly international financial center over the next 10 to 15 years and believe that an important step to building this profile will be the continued growth and diversification of China's capital markets."     Mandelson also emphasized that there are many benefits from an internationalized Chinese yuan, which would promote greater stability in global foreign exchange markets.     "A more widely traded Chinese currency will help Chinese companies win business in overseas markets," he said, "And a more market-oriented exchange rate will help China re-orient its economy towards domestic consumption, which would be in China's own interests."     When it comes to the climate change issue, Mandelson noted that China is making strong efforts to reduce the growth of its greenhouse gas emissions. He pointed out that China currently aims to reduce consumption of energy per unit of GDP by 20 percent between 2005 and 2010.     "Tackling climate change is a win-win business opportunity for both the UK and China," he said.     Mandelson also called for international cooperation to deal with the world's other thorny issues.     The global downturn has powerfully illustrated how important it is to have constructive engagement at the international level, he said.     "We need international solutions to financial regulation, to tackling pollution and in fighting proliferation and terrorism. These are global challenges that require a global response," Mandelson said.

BEIJING, Aug. 29 (Xinhua) -- Drink or drive? This is a dilemma for many Chinese in a society soaked in a centuries-old drinking culture which is now travelling in private motor cars.     For Liu Kun, a 25-year-old media worker in Beijing, the choice is simple and there is only one answer - she won't even have a sip of beer before she drives.     "I didn't treat it (drink driving) seriously before," said Liu, who has been driving for three years. "But now I obey the rules strictly."     Liu is one of many Chinese motorists sobering up and thinking twice about their onetime drinking and driving. This situation has been brought about by a spate of serious drink driving accidents in China, including fatalities. The situation has sparked a public outcry.     Chinese police launched a two-month nationwide crackdown against driving under the influence (DUI) two weeks ago, following a series of shocking cases in which drunk drivers killed pedestrians. By Friday, 28,880 drivers had been caught and punished for DUI, the Ministry of Public Security said.     Kong Linnan, a 25-year-old Beijing resident, said: "Drink drivers should be severely penalized. They are irresponsible about their own lives, let alone others."     Besides changing attitudes, the crackdown has brought about an unexpected boom to once sluggish businesses, such as drive-home services that help carry home drinkers by contracting relief drivers.     He Jin, chief executive of the Beijing Benaoanda Drive-back Company, said his company had carried home more than 110 customers every day in the past week, 20 times more than five years ago when his service was established. The company charges 80 yuan (12 U.S. dollars) for each journey.     Now about seven or eight companies in Beijing are providing similar services, He said.     "Taking a cab is a cheaper way to carry a drinker back home. But many taxi drivers are rather reluctant to do it," said He.     Zhang Changyun, a Beijing taxi driver, said, "They always throw up in my cab. It's nasty. I can't use my cab for the whole day." Zhang always refuses to carry those who have been drinking heavily.     "That's our advantage. Car owners don't have to come back to the restaurants to retrieve cars in next day," He said.     China's population, a large alcohol consumer, is now rapidly becoming mobile, putting more strain on controlling drink driving. He often did not handle drinking well, but often had his arm twisted to drink alcohol at business banquets.     Yi Rong, Gao's wife, said that tighter DUI law enforcement helped lessen the worries of drivers' families.     "I'm so happy that China's alcohol culture is starting to change," said Yi.          BOOMS AND WORRIES     Alcohol-free beer is also doing well because of the crackdown. Many restaurants now sell this beer which contains less ethyl alcohol.     Yu Li, manager of Veganhut, a health restaurant in Beijing's Central Business District, said, "We sell only alcohol-free beer and it's selling well. It's a new trend in dining."     Ding Guangxue, deputy chief executive of the Yanjing Beer Group, said the brewerery's output of alcohol-free beer was more than 4 million bottles this month, registering a 10 percent year-on-year increase.     But alcohol-free beer is not totally free from ethanol. "Two bottles may raise your blood alcohol to the limit," said Ding.     The crackdown is also worrying China's catering industry which makes large profits out of liquor, since beer sold at a restaurant can be priced four times higher than in a supermarket.     Zhang Zhenjiang, general secretary of Beijing Association for Liquor and Spirits Circulation, said, "We're worried that tighter control could dent profits and raise costs."     "Alcohol-free has only a small share of sales. It cannot replace ordinary liquor," said Zhang.     On the Internet, some netizens are suggesting restaurants be obliged to dissuade their driving customers from drinking.     But Fu Guiping, a corporate lawyer with Beijing Huatian Catering Group, said liquor outlets had no power or obligation to manage affairs that should be carried by the law enforcement sector.     "It's unfair to put responsibility on the shoulders of businesses," said Fu. "It calls for efforts from all walks of life."

BEIJING, Sept. 29 (Xinhua) -- China will lower gasoline and diesel prices by 190 yuan (27.8 U.S. dollars) per tonne from Wednesday, the National Development and Reform Commission (NDRC) announced Tuesday.     The benchmark price of gasoline will be 6,620 yuan a tonne, and for diesel 5,880 yuan a tonne, according to the NDRC.     The retail price of gasoline will drop by 0.14 yuan per liter and that of diesel will decrease by 0.16 yuan per liter.     It is the eighth fuel price adjustment since the country adopted a new fuel pricing mechanism, which took effect on Jan. 1 and the first reduction of fuel prices in two months.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than 4 percent over 22 straight working days.     The price cut was in accordance with the international price changes, the NDRC said.     The average crude price of Brent, Dubai and Cinta has declined to 71.52 U.S. dollars a barrel, down 5.02 percent since the previous fuel price adjustment, according to the Shanghai-based CBI (China) Co., Ltd., a leading service provider in Chinese commodity markets.
