A proposition on the November ballot would eliminate the state's ban on affirmative action when it comes to public hiring, contracting and college admissions.That means public agencies and universities can consider race, sex and ethnicity as it makes decisions, in an effort to address diversity.“I was able to go to Stanford and prove myself, and then go on to Georgetown and UCLA Law School on a full-ride scholarship, because I was given that initial opportunity,” Assemblywoman Lorena Gonzalez said Monday.Gonzalez said she was one of the last to benefit from affirmative action in California, because state voters banned the practice via prop 209 in 1996. She was speaking at a campaign event in favor of Prop 16, which would repeal the ban on affirmative action. Proponents say it would help level the playing and reduce the gender wage gap.“California’s ban on affirmative action programs has locked out small businesses owned by women and people of color from billions of dollars in contracting opportunities,” said Norma Chavez Peterson, who runs the ACLU of San Diego and Imperial Counties. “It has hurt students of color applying to both the Cal State and the UC California university systems, and it's limited access to good wages and benefits for many thousands of women and people of color.”Opponents say Prop 16 allows discrimination and that there's already assistance available for people who need a boost.“It's true that we need to do things to help people who haven’t gotten the same opportunities, but that's true whether they are African American, Latino, Asian, White, American Indian,” said Gail Heriot, a law professor at the University of San Diego who is co-chairing the No on 16 campaign. “We need to do things to help people that need a leg up, but let's not judge it on the basis of race.”State universities, for instance, can consider low income or being the first in a family to attend college in admissions decision making.Last week, our ABC-10news Union-Tribune scientific poll found Prop 16 leading with 40 percent in favor and 26 percent opposed, with the remainder undecided. 2119

A wallet-sized card with a picture of a young girl in West Michigan on the front may not mean much, but once flipped over the card’s intent is revealed.It asks people to pay it forward.“When we see the cards, we’re sad, but we’re happy because people look at the card and see our daughter,” said Cindi Rasmussen.Cindi and her husband, Mark, are the parents of the girl on the card.Her name is Molly.The parents describe the 16-year-old Forest Hills East student as fun-loving, social, and always on the go.“My favorite line of mine was, ‘When you finish what you’re doing, can you take me to Starbucks? Or can you take me to the gas station to get candy?’” Mark remembered.But this past June, everything stopped for the family.Molly died while swimming with a friend at Lake Bella Vista in Cannon Township. According to her parents, Molly was an epileptic and had a seizure in the water.“There’s not a day or a second that I don’t think about her,” said Mark.“That whole night was awful,” said Cindi.However, in the midst of their grief came Molly’s Cards, which encourage people to perform a small task, like opening a door or paying for coffee, in honor of the Grand Rapids native.Cindi says one of her former co-workers created Molly's Cards after Cindi asked people to pay it forward in lieu of sending more flowers to their family.The family estimates more than 1,000 Molly’s Cards have been distributed already. A study published this week takes a look at just how quickly Covid-19 test results are getting back, on average.Researchers surveyed more than 19,000 people across every state and the District of Columbia during the last two weeks of July. They asked how long people waited to get back test results.Most people, about 63 percent, are not getting their test results back within the one-to-two day window that is optimal for contact tracing.More than 30 percent of survey participants reported they received test results after four or more days.“Rapid turnaround of testing for COVID-19 infection is essential to containing the pandemic. Ideally, test results would be available the same day. Our findings indicate that the United States is not currently performing testing with nearly enough speed,” researchers said in the report of their findings.The average wait time nationwide was 4.1 days.However, there were disparities in wait times when looking at race. According to the study, Covid-19 test results wait times for Hispanics and Blacks are longer, at 4.6 days and 5 days respectively. Compared to wait times for white respondents, which was 3.9 days according to the study.Researchers said there is little sign the wait time for test results is speeding up. A similar survey conducted in April found that the national average wait time was 4.2 days.This study did not look into the causes of the delay in receiving test results. Other reporting has pointed to limited testing supplies, labs being overwhelmed with tests to run, and the time needed to contact everyone with results.On Monday, Florida’s Gov. Ron DeSantis called some Covid-19 test results “useless” because they are taking too long to come back. After a shortage of poll workers in Kentucky's June primary meant limited polling locations, the partnership between Secretary of State Michael Adams and the Kentucky Guild of Brewers is intended to reach people who may have never considered working election day."Everybody needs to be out there voting every single year, but especially this year," said Bailey Johnson, marketing and sustainability manager for Pivot Brewing in Lexington.
