BEIJING, Sept. 26 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called for serious study and implementation of a decision of the Communist Party of China (CPC) Central Committee on strengthening and improving Party building.     The decision was adopted in mid-October at the fourth session of the 17th CPC Central Committee.     The essence of the session must be implemented in an all-out, steadfast and efficient way, said Xi, a member of the Standing Committee of the CPC Central Committee Political Bureau, while delivering a report to 1,800attendants at the Party School of the CPC Central Committee.     The six pieces of experience summarized in the document are an embodiment of the endeavors of several generations of Chinese Communists in the 60 years of ruling of the Party, and are a treasure of the Party, said Xi, also president of the Party School of the CPC Central Committee.     The decision is focused on major issues regarding Party building, which are strategic, fundamental and urgent, he said, adding it is a major task for Party organizations of all levels to study and implement the essence of the session under the current new situation.     Central and local Party schools are a major place to train and foster Party members, leading officials and theorists, as well as study Marxism-Leninism, Mao Zedong Thought and the socialist theoretical system with China's characteristics, Xi said.

NAIROBI, Aug. 26 (Xinhua) -- A visiting Chinese Tibetologist delegation on Wednesday gave Kenyan lawmakers an insight into Tibet and its issues.     Shes-rab-nyi-ma, vice president of China's Central University for Nationalities and head of the Chinese delegation, introduced the basic facts of Tibet, the origin of the "Tibetan issue," the efforts the Chinese government has taken to develop the local economy and to protect the indigenous language and culture, and the system of regional autonomy for ethnic minorities in China.     Legislator Ahmed Shakeel Shabeer said many Kenyan lawmakers didn't know much about Tibet before and most of them had been influenced by western media on the Tibetan issue due to their British-style education. BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

BEIJING, Aug. 6 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday personally conveyed National Day greetings to elderly scientists who have made prominent contributions to atomic and medical research.     China's National Day this year will commemorate the 60th anniversary of the founding of modern China. Premier Wen first visited Zhu Guangya, a nuclear physicist and one of the key scientists engaged in producing the first of China's atomic and hydrogen bombs between the 1950s and 1960s.     "You have devoted your whole life to the development of the country and service to the people. We will remember you with concern forever," Wen told 85-year-old Zhu.
