SAN DIEGO (KGTV) - Starting Sunday night and going until May 30, construction crews will close either northbound or southbound lanes of I-5 overnight to begin construction of the Mid-Coast Trolley.Drivers will see heavy equipment and machinery on the freeway, and residents can expect to hear loud construction noise during the closures.The project will start with a large support column for the trolley bridge in the freeway center divider.The trolley is being built to extend the Blue Line eleven miles north from the Old Town Transit Center to University City, running through Mission Bay Park, the VA Medical Center, UC San Diego and Westfield University Town Center Mall.The Mid-Coast Trolley is expected to start running in fall 2021. 748

SAN DIEGO (KGTV) - Scientists at the Hubbs-SeaWorld Research Institute are working to replenish the California Halibut population.In October, they released 2,300 juvenile halibut into Mission Bay. Those fish were bred, born and raised at the institute. They hope it's just the start of a robust replenishment program."The species is pretty heavily depleted and for that reason, they're a good candidate to help boost the species," says Mark Drawbridge, the Institute's Director of the Sustainable Seafood Program.Recent surveys show the California Halibut is down to 14 percent of what its population should be. The most severe drop has come in Southern California.Hubbs hopes it can replicate the success it had with the White Seabass. It has released nearly 2.5 million seabass into the wild in the last 35 years."A lot of the process is transferable from one species to another," says Drawbridge.The Dick Laub Fisheries Replenishment Program oversees every step of the process, from breeding to release. Drawbridge says they've seen success in every phase so far."Our survival rates from egg to juvenile stage are typically 20 percent or higher," he says. "Compare that to the wild, where it would be a fraction of a percent. That's more than adequate to produce tens of thousands of fish."The next step is seeing how the halibut survive in the wild. The Institute put stainless steel trackers in each fish and will monitor them over the next few years.The program is funded through private donations, many of which come from fisherman who need a healthy halibut population to make a living. 1602

(Wildlife Information, Rescue, and Education Service). SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

SAN DIEGO (KGTV) -- Some San Diego homeowners are making a little extra money and helping with the housing crisis by converting their home detached garages into so-called "granny flats."10News visited the 95-year-old North Park home of Mike Walsh, who is in the process of remodeling his garage. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. "There is a process to do it to code that does cost a little more than just hiring a Chuck in a truck to build it and not get permits, but the payoff is way better," Cantor added. 1734
