SAN DIEGO (KGTV) - Customers at two Walmart stores in the North County say they received hundreds of dollars in fake bills.Last Thursday night, Billy Wagner went to the Walmart on Center Drive in San Marcos and cashed out a ,000 money transfer from a friend on the east coast."Watched the lady count the money on the counter three times," said Wagner.On the same night - and about five miles away in Escondido - John Whittingham stopped by the Walmart Neighborhood Market on East Valley Parkway to cash a check, receiving four 0 bills. RELATED: Woman frustrated after receiving counterfeit money at Oceanside gas stationThe next day, after he handed over half the bills to pay for a self-storage unit, a manager broke the news. "You won't believe it. These two 0 bills are counterfeit. We marked them, and they're not coming in," said Whittingham.Meanwhile, Wagner's bills were also raising suspicions."I couldn't them unstuck to count them," said Wagner. Wagner took a closer look and saw that eight of his ten bills had the same serial number. He says his bank confirmed they were fake.RELATED: Girls Scouts cheated with counterfeit money"Disbelief. It was extreme disbelief," said Wagner, who filed a report with the sheriff's department.He says there was disbelief, partly because the counterfeit bills look very real except for a few differences."There is no watermark on the fakes. They are also less gritty when you touch them," said Wagner.Of course, the identical serial numbers give the fakes away. 10News compared the bills received by both men, and those fake serial numbers matched. Questions linger. Where did the money come from? How many other customers got the bills? And how did the money slip past Walmart's safeguards?"I never figured going into Walmart, counterfeit money would be floating," said Whittingham.Whittingham did get his money back from Walmart. Wagner is set to meet with a manager at the San Marcos store this week. 10news reached out to Walmart corporate and are awaiting their response. 2039

SAN DIEGO (KGTV) – County leaders Wednesday approved a plan that would allow San Diego businesses such as gyms and local places of worship to operate outdoors at county parks.The new initiative gives businesses another option as they look to operate amid the coronavirus pandemic. Last month, the state implemented restrictions that forced many businesses to either close completely or move outdoors.Under the plan, space at any of the county’s 30 parks could be used for service via a free permit.“We need to be creative and provide a lot of flexibility, particularly to churches, places of worship, gyms, and other fitness-oriented businesses,” said County Supervisor Dianne Jacob, who proposed the plan.Jacob said of the process to obtain permits: “I’m asking the county to streamline the process so it’s a very quick turnaround.”She added the process is similar to Poway’s, a city with a similar plan already in place.San Diegan Joel Nevarez visits San Diego’s Waterfront Park off Harbor Drive every morning for his workout because he enjoys it and the park was one of his only options."Getting some sunlight is good for you. I get some fresh air since I work from home, so I like it,” he told ABC 10News.Nevarez’s gym is one of many businesses that shut down amid COVID-19 restrictions. SAN DIEGO (KGTV) - Another testing site is being added to San Diego County, and this one will be the closest to the U.S.-Mexico border so far for the region.The San Ysidro port of Entry’s PedWest crossing is one of the world’s busiest pedestrian international border crossings. Within the next two weeks, a testing site at that location will join the more than two dozen others across San Diego County. It will be an appointment-free, walk-up site. Officials expect 200 tests to be done daily there.Chicano Federation Chief Strategy Officer Roberto Alcantar said this is a step in the right direction as far as testing is concerned, but said there is still work to be done to help the Latino community.Related: San Diego County launches COVID-19 outreach campaign for LatinosHe said many in the Latino community are afraid of getting tests done because of the fear of a positive test.“Our community is nervous about losing their jobs, not being able to go to work, the real economic impact that comes from being positive and feeling that that might hinder them in a way,” he said.He added that this is a big-picture problem. The Latino community lacks affordable housing, forcing families to live in close quarters and increasing the risk of spreading the virus, and also forcing people to live across the border to find affordable housing. Many of these people are essential workers and need to continue to work to support their families, so they cross the border on a daily basis. This new site will help give them access to testing.“They’re having to cross the border every day. We’re hearing from workers that they’re spending 4-5 hours every day waiting just to cross,” said Alcantar.Alcantar also said that the new testing site will likely lead to more positive rates, as is expected with increased testing, and he worries about what that will do to the perception of the Latino community, which already has higher numbers than the rest. As of August 9, 62% of San Diego’s cases are Hispanic people, a community that makes up just 34% of the population. That number will likely continue to climb with another testing site in an area dominated by Spanish speakers. This, tied with a perception that people are carrying the virus from Mexico to the U.S., could be bad.“Our concern is that this will help push further that narrative that we have to have a testing site because the rates are coming from Mexico,” he said.The Chicano Federation has been working with UCSD to reach out to the Latino community and find out why they don’t want to get tested and also encourage them to get tested. They also have been working with the county and giving feedback on testing in the Latino community.San Diego County also launched a campaign at the end of July targeted at helping get resources and information to the Latino community about safety measures, testing resources and contact tracing. 2899

  

SAN DIEGO (KGTV) -- Bike the Bay celebrated its 11th annual ride on Sunday but this year it added some safety changes. Roughly 3,000 people participated in the popular bike ride. The ride is 25 miles and takes cyclists over the Coronado Bridge, through Coronado, Imperial Beach, Chula Vista and National City. It's the only day of the year where bikes are allowed on the iconic bridge. This year, the event made some changes after an accident during the ride last year. Christina Rocheleau who was not participating in the ride collided head-on with a participant who was trying to pass cyclists along the trail. Rocheleau suffered a fractured nose and three fractured vertebrae. She hasn't been on a bike since. At the time of the accident, organizers told us that they take safety very seriously. This year, they added more signs along the route, more volunteers to guide cyclists and made the route all one-way. All of the proceeds for the ride go towards the San Diego County Bike Coalition, an organization that promotes bicycles as a form of transportation and advocates for safer roads for cyclists.   1156

  

SAN DIEGO (KGTV) - Creating a future has its hurdles, and can be especially tricky for people facing poverty or with criminal backgrounds. A San Diego organization is making sure the future is within reach. “I was on probation… I had to go to sober living to get my life right,” said Anthony Johnson. Johnson is a recent graduate of Second Chance, an organization in Encanto that helps kids and adults who have criminal backgrounds or are facing poverty get back on the right track through their programs and job training. “They changed my life," said Johnson. Covering the walls of the classrooms at Second Chance are notes illustrate the hope and want students have for a better future. “Our mission statement starts with the word disrupt. If we can break the past now, then the future has a chance to come into that person’s life,” said Robert Coleman.Coleman is the President and CEO of Second Chance and has been helping people create a future where they can provide for themselves and their families. “Isn’t it better to have people in our community who have hope and have a sense of direction and career and housing and not a journey of crime? We give them a future, and we are actually making our community a safer place,” said Coleman.Coleman’s dedication to the people in Encanto and Southeast San Diego, along with the gratitude expressed by his students and colleagues, is why we have selected Robert Coleman as our 10News Leadership Award recipient. “Everyone has hope. Whatever their past has been, the future is a really great place to be,” said Coleman. 1579
