It's Hispanic Heritage Month.Sites like Yelp and Nextdoor are encouraging people to support Hispanic-owned businesses in their communities.This week, Yelp launched a tag that allows businesses to mark themselves as Latinx-owned.Nextdoor is teaming up with the group We Are All Human to provide resources to Hispanic-owned small businesses. They'll also provide free advertising during the month.The U.S. Hispanic Chamber of Commerce represents more than 4 million Hispanic-owned businesses. It says Latino business owners have been hit particularly hard during the pandemic and need support.Many have limited relationships with banks and are in neighborhoods considered “challenging” to lend to. Many were left out of the Paycheck Protection Program.“In round one, we saw many Latino-owned businesses were really largely left out of those opportunities,” said Ramiro Cavazos, President of the U.S. Hispanic Chamber of Commerce. “Half of our businesses have banking relationships. If you did not have a bank relationship, many of them were shut out.”On average, Hispanic-owned businesses only have about 27 days’ worth of capital reserved. A quarter of them have had to close, at least temporarily, since the pandemic began.“Our Latino-owned businesses provide jobs for our community,” said Cavazos. “They also pay taxes and make investments in their community. And these businesses really are the lifeblood of consumer spending."According to a study by Stanford University, Latino-owned businesses contributed 0 billion to the U.S. economy in the past decade. 1570

In mid-July, California’s department of transportation, known as CalTrans, was supposed to break ground on a highway construction project that was expected to take 18 days.The work was to repair and repave 800 feet of the busy 101 Freeway that connects San Francisco to the mainland, but the work never started because the project wrapped up in April, months before it was originally expected to begin."In the Bay Area, it was one of our busier years,” said CalTrans spokesman Bart Ney.The only reason contractors were able to start and complete the project months ahead of schedule was because of COVID-19.“We had to reduce traffic in normal situations by 30%, which was going to be very difficult,” said Ney. "In this case, we already had about a 40% traffic reduction because of people staying home for COVID-19.”In Colorado, something similar happened as plans to add an express lane through the main mountain corridor were able to accelerate a month.“It was over a 50% drop in traffic,” said Colorado Department of Traffic spokeswoman Presley Fowler.In April, the Federal Highway Administration says Americans drove 40% fewer miles than they did during the same time in 2019. It allowed projects in Nevada, Arizona, Wisconsin, Texas, Virginia, and Florida to all start ahead of schedule as well.The reduction in traffic didn’t only speed up work timelines, it also increased safety for workers as they could work during daylight hours that typically would have been off limits because of rush hour traffic. It also allowed states to save taxpayers millions in worker payroll.“You would quantify that impact in numbers in the tens of millions of dollars,” said Ney of the Highway 101 project.But as some states sped up their projects, others had to apply the brakes to theirs. The reduction in traffic volume hurt states in the pocket when it comes to gas tax revenue. Starting in March, states started seeing their biggest loss in gas tax revenue in decades as some had to defer billions in repair projects, saying they were short billion in funding.To help, Congress has been working on a transportation bill since road work was left out of the CARES Act, but that still has not passed.As states have reopened their economies, traffic volume has resumed to around 80% of its pre-COVID-19 levels. It’s not always what you teach, but rather how you teach.And at the University of California, Irvine, lecturer Thomas Eppel, Ph.D. is helping educate others for the digitally driven world.“I spend more time, or at least as much time, teaching online as I do in a traditional face-to-face format,” he said.Eppel is talking about is UCI’s Digital Learning Lab at the Paul Merage School of Business, a full-on production studio designed for remote learning which was built before COVID-19 forced campuses to close.“I always say the Paul Merage School of Business was maybe the most prepared school, certainly here on campus, when the pandemic hit,” Eppel said.He believes the digital learning lab offers three distinct advantages to traditional learning: convenience, flexibility and mastery.“To be able to watch a video over and over again and until you truly master the material, I think is another huge advantage of online education,” Eppel said.It's an academic advantage students say has helped them prepare for life post pandemic.“In terms of COVID, I think it did mean we were better prepared for what was happening,” said Sarah Kutner, an MBA candidate at UCI.Kutner has taken online classes at other schools before but says the DLL is online learning at a higher level.“I think it definitely has moved our transition because we already did have some focus on how can digital technology augment our learning experience,” she said.With more colleges transitioning to remote learning, a lot of them are reaching out to leaders at UCI, looking at ways they can improve their digital learning experiences.“We’re also able to help our sister schools here at UCI along with the central campus,” said Natalie Blair, UCI’s director of digital learning.She says with more schools investing in this kind of education, her staff is committed to helping others.“We’re definitely leading and if you stop learning you stop leading,” Blair said. “So, we’re always iterating and improving our methods.”Blair added that even though more students are now learning from a distance, this technology means that they’re not learning alone. 2130
