SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer and City Councilman Chris Ward announced the start of construction Friday on dedicated infrastructure for cyclists and scooter riders in downtown San Diego.Faulconer and Ward's news conference marked the beginning of phase one of the Downtown Mobility Plan, roughly two and a half years after the City Council unanimously approved it. Once complete, the plan calls for the addition of about nine miles of cycle track through downtown -- bike lanes with a barrier to protect cyclists from vehicle traffic."As we encourage people to get out of their cars more, we need to build transportation networks that provide safe paths of travel for everyone," Faulconer said. "Connecting the popular destinations in downtown to surrounding neighborhoods is an important step in that direction and will give San Diegans more opportunities to embrace the surge in mobility options over the past year."The council approved the plan in June 2016. Faulconer originally suggested that the entire plan could be finished by June 2019, but delays and higher-than-expected costs pushed the project back. SAN DIEGO (CNS) - The San Diego chapter of the Surfrider Foundation announced Tuesday that it sent more than 2,200 letters from county residents to federal, state and local leaders calling for the prioritization of addressing toxic waste and pollution in the Tijuana River and coastal waters in south county.The organization said it sent letters to, among other people, President Donald Trump, Gov. Gavin Newsom, senators Kamala Harris and Dianne Feinstein, U.S. Environmental Protection Agency Office of International and Tribal Affairs Assistant Administrator William Charles "Chad" McIntosh, the county Board of Supervisors and the entirety of San Diego County's congressional delegation.The letters include a call to clean up contaminated water in the Tijuana River and near the U.S.-Mexico border that has resulted in closure of the Tijuana Slough and Imperial Beach shorelines for 190 days and 50 days, respectively, so far this year. Those numbers are likely to increase as rainfall later in the year typically exacerbates any contamination.The organization and the letters also call on the federal government to include Clean Water Act provisions in the U.S.-Mexico-Canada Agreement, a replacement trade deal for the North American Free Trade Agreement that went into effect in 1994."During the month of September there have been four transboundary flow reports issued by the International Boundary and Water Commission, totaling about 120 million gallons of treated and untreated wastewater that funneled into the Tijuana River and into the Pacific Ocean," the organization said in a statement.Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing the county to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border.In July, Reps. Juan Vargas, D-San Diego; Scott Peters, D-San Diego; and Mike Levin, D-Oceanside, introduced legislation to increase funding for Tijuana River clean-up efforts and prevention of future pollution. In April, Harris and Feinstein submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river.Surfrider and the city of San Diego have also filed lawsuits against the U.S. section of the International Boundary and Water Commission, which oversees waterways that traverse the border. SAN DIEGO (CNS) - The San Diego Downtown Rotary Breakfast Club will donate ,000 Wednesday to Honor Flight San Diego, an organization that flies World War II and Korean War veterans to Washington, D.C., to visit the memorials dedicated to the conflicts in which they fought.The donation will be used to cover air fare for the organization's next excursion, scheduled for May 2020. The cost for each veteran for the three- day trip is roughly ,500 and is covered through donations to Honor Flight as well as fundraising events like the rotary club's annual Golf for Heroes tournament.The San Diego Downtown Rotary Club raised the money at the most recent tournament through a silent auction. According to the organization, the USS Midway Foundation also contributed ,000 to the donation total. SAN DIEGO (CNS) - San Diego County health officials have reported 2,490 new COVID-19 infections and 14 new deaths, marking 104,958 total cases and 1,151 total deaths.Saturday marked the fourth consecutive day that more than 2,000 new cases were reported, with 2,867 cases -- a record -- reported Friday, 2,050 reported Thursday and 2,104 Wednesday. It is also the 12th day with more than 1,000 new cases. It is just the sixth time the daily cases have crossed 2,000 -- all of which have come in the past week.Of 27,599 tests reported Saturday, 9% returned positive.The number of hospitalizations continued to rise, with 38 people hospitalized and four patients put in intensive care units. The COVID-19- related hospitalizations increased to 965 -- 249 in ICUs. Since the pandemic began, 5,064 or 4.9% of cases have been hospitalized due to coronavirus, 1,098, or 1.1% have been sent to the ICU.The county's hospitals have 16% of their ICU beds available, down from 21% Thursday. The state now estimates the ICU bed availability in the 11- county Southern California region at 6.2%, down from 7.7% on Thursday.Of the 4,627 people hospitalized in the county, 20% are due to COVID- 19, and 44% of ICU patients. This compares to 7.7% and 20%, respectively, one month ago.The county has seen a 199% increase in COVID-19 related hospitalizations in the past 30 days and a 148% increase in ICU patients in the same time frame.
