SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It's a saying at the heart of a new experiment called itsblackandwhite.us.Ryan Berman, along with Ahab Nimry and several other marketing and advertising agency representatives say they wanted to figure out how to start a constructive conversation about things like race, implicit bias and equity."For one, getting perspective and understanding a bias you might have because you can't do anything about it if you can't spot it," said Berman.So they came up with a 10 question, online survey that asks things like, "Do you believe hard work puts you on your path for a promotion?Do you have a close friend that is black?""We're not trying to nudge you one way or the other, we're just trying to say hey pick a side lets start talking and work this out," explained Nimry.At the end, you get to see how other people responded and access links to learn more, donate to civil rights organizations, even register to vote.The creators say the idea is to share what they learn and then take all that data and develop a sort of "seal of approval" for consumers to know how different companies stack up."Launching almost a diversity/inclusion certification for organizations," said Berman. San Diego (KGTV) Over 3,000 volunteers worked Pride Weekend to make sure all the events ran smoothly. But one volunteer says a brutal attack in 2016 almost kept him from being out there. He was stabbed and beaten for wearing Pride T-shirt. “I came back because I found my pride again,” says volunteer Chris Keiser. He was one of the many volunteers up early Saturday morning making sure everyone was in place for the large parade. “I make sure everyone has their radios so they can communicate and check out their cart. We kind of rally the people together, get them excited.”But this was the first time in two years Keiser found himself volunteering after struggling to find his excitement again for the pride community. “I was going to volunteer every year after that and I just couldn’t I just couldn’t bring myself to.”In 2016, Keiser was jogging in his Oak Park neighborhood wearing a Pride T-shirt when he was beaten and stabbed on College Drive. His memory is still fuzzy about what happened. “I do remember a car, the derogatory names, then hearing a car again, and then next thing I know I was on the phone calling whoever for help.”Keiser says it was the pride community that helped him through that dark time. This year San Diego Pride is celebrating 50 years since the Stonewall Riots in New York. Keiser says he’s finding his strength in knowing others paved the way for San Diego to have such a celebration. “You made me try to silence myself and take away my pride, but all you did was make me come back stronger, and I’m louder than before.”San Diego Police investigated Keiser’s attack as a hate crime. SAN FRANCISCO (AP) — A woman who drove off a Northern California cliff last month in an SUV carrying her wife and children was drunk, authorities said Friday.Toxicology tests found Jennifer Hart had an alcohol level of 0.102, said California Patrol Capt. Bruce Carpenter. California drivers are considered drunk with a level of 0.08 or higher.Toxicology tests also found that her wife Sarah Hart and two of their children had "a significant amount" of an ingredient commonly found in the allergy drug Benadryl, which can make people sleepy. Toxicology results for a third child killed are still pending, Carpenter said.Carpenter said none of the car's occupants were wearing seatbelts.Sarah and Jennifer Hart and their six adopted children were believed to be in the family's SUV when it plunged off a cliff in Mendocino County, more than 160 miles (250 kilometers) north of San Francisco.Authorities have said that data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said.Five bodies were found March 26 near the small city of Mendocino, a few days after Washington state authorities began investigating the Harts for possible child neglect, but three of their children were not immediately recovered from the scene.Two more are missing and another body has been found but not identified.The 100-foot (31-meter) drop killed the women, both 39, and their children Markis Hart, 19; Jeremiah Hart, 14; and Abigail Hart, 14. San Diego (KGTV)- There are no regrets for a San Diego man who risked his life when he stumbled on a wreck in the middle of last week's rainstorm. "If you ask me, I probably would have done it again," says Victor Ruvalcava. On a rainy Wednesday morning, Dec. 4th, Ruvalcava says he saw a car flip over on Interstate 8 in Mission Valley. The young driver was ejected from the car. "I park behind his car, get out to see if he's ok, I asked him hey is there anyone else in the car. He didn't respond," says Ruvalcava. "I look towards the car, and that's when I get hit by the SUV."He was thrown about 100 feet after that SUV slammed into him. Ruvalcava spent days in the hospital with several injuries, which include a collapsed lung, broken ribs, and leg. While in the hospital, he says the young man he stopped to help, and his family came to visit him. He says they were "extremely thankful." CHP says for safety reasons, they don't recommend drivers stopping to help crash victims on a busy freeway. They should call 911. But Ruvalcava says he'd do it all over again. Family members have set up a GoFund Me account to help with his medical expenses. 1160
