SAN FRANCISCO (AP) — A San Francisco firefighter who died this week was knocked over a third-floor railing by a water blast from a valve he had “inadvertently” opened during a training exercise. Firefighter Jason Cortez was participating in a training drill Wednesday when he was injured. The 42-year-old married father of two died an hour later at a hospital. Fire officials previously described his death publicly as a “training accident.” The fire department on Sunday released a copy of the preliminary investigation’s findings to The Associated Press. In Plain Sight is a national movement by about 80 artists with a goal of abolishing Immigration Detention Centers. Artists designed messages, then air crews drew those words in the sky.In San Diego, Pedro Rios, the American Friends Service Committee Director, said doing it on the holiday weekend was intentional.“As we’re contemplating the meeting of this weekend and this holiday, we should take into consideration what independence really means when there are tens of thousands of people that are detained right now,” said Rios.Locally, five locations were chosen over spots that have immigration facilities, from downtown down to the border. Individual artists were assigned to each location to create the specific messages.“We need to have conversations that question that and I think this artistic endeavor, In Plain Sight, is part of a larger dialogue of how we converse, of whether detention and incarceration is a best representation of who we are as people living in the United States,” said Rios, a Chula Vista native. 1173

SAN DIEGO, Calif. (KGTV) – A prominent harbor cruise company is continuing to operate despite being cited for violating a County health order. Tuesday afternoon, 10News took video of Flagship Cruises & Events taking passengers aboard for bay tours even after the company was cited by San Diego Harbor Police over the holiday weekend for violating the County's health order 14C which bans recreational boating unless all the passengers are from the same household. Tuesday, a company spokesperson sent the following statement to 10News.“We are part of the Passenger Vessel Association, not recreational boating. They are classifying us under a charter business which is still banned. We DO have a charter business but are not operating any charters at this time. Only public tours and maintaining all safety guidelines set by the city & CDC. We didn’t receive a cease & desist, and will continue to operate our harbor tours & patriot jet boat this week. We open up our dining cruises starting this Friday with Hops on the Harbor – pairing with local brewery, Pizza Port.”Monday night, the company told 10News it's part 14E of the County health order, not 14C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."During Tuesday’s County press conference, Supervisor Nathan Fletcher told 10News, “The rental items that they're alluding [are for] individual use type things like a bicycle or a kayak or a surfboard and so they are not covered under the current public health order,” and added, “If they continue to operate, they are going to continue to be cited.”Harbor Police say the citation comes with a fine of up to ,000 and up to a year in jail. SAN DIEGO (KGTV) --Lanes of the southbound 805 freeway were closed Friday night, after a major crash north of the Home Avenue exit. San Diego police confirm an officer was nearly hit by a car while responding to the accident and made an urgent call for backup.The blue, four-door sedan involved in the crash was smashed up against an embankment when the 10News crew got to the scene. 10News Anchor Brian Shlonsky posted on the southbound 94, near the onramp to the 805, where officers were flagging traffic to notify them of the closure.  566
