BEIJING, Dec. 6 (Xinhua) -- Chinese credit rating firm Dagong Global Credit Rating assessed the sovereign credit rating of Ireland at BBB in its third sovereign or regional credit rating report released Monday.Dagong's credit rating of Ireland is lower than that given by Moody's, Standard and Poor's and Fitch."Dagong made its assessment based on factors such as Ireland's increasing debt level, the administrative capability of its government, economic and financial strength," Dagong Global said.Dagong Global's announcement follows the proposed 85-billion-euro bailout of debt-hit Ireland by the European Union and the International Monetary Fund.Dagong's report also rated four other nations - Finland, Uruguay, Kenya and Sudan.In terms of domestic currency-denominated debt, Finland received the firm's top AAA rating, but with a negative outlook.Uruguay was rated BB-plus while Kenya received a B rating.Sudan was rated C, the nation's first sovereign credit rating.Dagong Global uses a three-level assessment system, with each level containing three sub-levels. For example, AAA, AA and A.The rating agency published sovereign credit ratings in two earlier reports. One on July 11 rated 50 countries. ZHENGZHOU, Dec. 1 (Xinhua) -- A Chinese court Wednesday upheld the death sentences with two year reprieves given to two mine bosses found responsible for a gas explosion that killed 76 people at a central China coal mine last year.The sentences were the first time mine bosses in China held responsible for a fatal accident were given the death penalty.The provincial high court in Henan Province rejected the appeals of Li Xinjun, former head of the No. 4 coal mine in the Xinhua District of Pingdingshan City, and Han Erjun, former deputy head of the mine.The court also rejected appeals filed by three other managers of the mine who were sentenced to 13 years, 15 years and life imprisonment respectively.The Intermediate Court of Pingdingshan City sentenced the five mine bosses on November 16 for neglecting safety procedures and forcing miners to work underground despite knowing the mine lacked adequate safety measures.The blast ripped through the No. 4 mine in Pingdingshan City on September 8, 2009, as 93 miners worked underground, killing 76 and injuring 15 others.The mine was under technological renovation at the time of the blast and did not have a safe production license, the court has found.China's coal mines are notorious for deadly accidents. More than 2,600 miners were killed in mine accidents in China last year, a number significantly less than in previous years.

BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.

GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months.The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted.He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome.In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.
