(KGTV) - A high demand for power coupled with high temperatures led the California Independent System Operator Corporation (ISO) to issue a statewide Flex Alert Tuesday. A Flex Alert is issued when the electricity grid is “under stress” because of persistent hot temperatures, or generation or transmission outages, according to the ISO.Although San Diego remained relatively cool, with a high temperature in the 70s, other cities in California were put under heat advisories. Sacramento temperatures topped 100 degrees, while San Francisco reached the 90s. San Diego Gas and Electric told 10News it reached out to 160 medium-to-large customers, mainly businesses, and asked them to conserve power between 6 p.m. and 8 p.m.The ISO reported energy use would reach a peak of 42,800 megawatts Tuesday evening. "Giving money to panhandlers often feeds addictions and does not help someone get long-term help."The video features a silent officer holding various signs reading things like "want to help?" and then "please don't give to panhandlers."Comments on the viral video have ranged from supportive to not, some claiming that charities are not enough to solve the issue. It could potentially bring in anywhere between .5 to .5 billion in new funding to local schools and governments, according to the Legislative Analyst’s Office.Brandon Foster is a small business owner in Oceanside. Even though he rents the space where his two gift shops are located, he is against Prop. 15.“We already have been told by our landlords, if that passes, they will be passing on that cost to us,” Foster said. “The landlords, a lot of them, have vacancies and things like that where they are struggling themselves. I understand why they need to pass that cost onto us.”The ad for No on Prop. 15 highlights a small business owner who said he had to close twice during the pandemic. The ad said Proposition 15 would raise “property taxes and rents on small business and they admit homeowners are next.”The change in property tax assessment would apply only to commercial or industrial properties valued at more than million. It would tax those properties at current market value rather than when it was bought.Residential and agricultural properties are not affected under Prop. 15.“They are very emotional, as ads are supposed to be,” said Lynn Reaser, chief economist at Pt. Loma Nazarene University.The ad has major funding from the California Business Roundtable, California Business Properties Association, and the California Taxpayers Association.“You would see a big effect especially on these older companies, not necessarily the big companies, but all companies that bought their properties some years ago,” Reaser said. “They could face more problems in terms of survival.”The ad lacks detail about time frame for Proposition 15, not making clear that it would take effect in 2022.While the ad said homeowners are next in line for property tax increases, Reaser said “no one knows” if that is actually true.“All the businesses, they’re all going to have to pass on the money, the expense, to somebody,” Foster said. 2131

(CNN) - President Donald Trump declared on Thursday he was considering withdrawing Immigration and Customs Enforcement agents from California as punishment for what he claimed was a "lousy management job" in patrolling illegal immigration."You know what, I'm thinking about doing it," Trump said at a roundtable with state and local officials to address ideas to stop gun violence in the wake of the Parkland school massacre. His comments came after he decried the state of law enforcement in the Golden State."We're getting no help from the state of California. Frankly, if I pulled our people from California, you would have a crime nest like you've never seen in California. All I'd have to do is say 'ICE, Border Patrol, leave California alone,'" he said during a listening session at the White House."You would see crime like nobody has ever seen crime in this country. And yet we get no help from the state of California. They are doing a lousy management job," he went on to say. "They have the highest taxes in the nation. And they don't know what's happening out there.
