BEIJING, July 8 (Xinhua) -- Ten years after it unveiled a strategy to promote growth in its western area, China announced a plan to continue the initiative, even as the world's third largest economy strives to shift to a more domestic-driven growth."The plan will not only benefit the western region, but is also crucial to the sound and fast development of the whole nation," Du Ying, deputy director of the National Development and Reform Commission (NDRC), the country's top economic planner, said at a Thursday press conference."Under the new plan, the central government will focus on boosting economic growth, raising people's living standards and enhancing environmental conservation in the western region during the next ten years," Du said. The central government will also enhance support for development in the region by lowering tax rates and prices for industrial lands, he added. The NDRC, along with other departments, will compile a catalogue of industries in the western region covered by the government's favorable policies. Companies in these industries will enjoy a favorable corporate income tax rate of 15 percent, compared to the regular rate of 25 percent. The move to further develop the west came as the government took steps such as subsidizing auto and home appliance buyers, to boost domestic demand and lessen reliance on exports.Challenges for China's future development lay in "whether we can continue to boost domestic demand and make it a foundation for overall sustainable growth and whether we can remove constraints on resources and environment," Du said.Turning to this vast region and market was a strategic move, which would help China bolster domestic demand and accelerate transformation of the economic growth pattern, Vice Premier Li Keqiang had said. The vast, resource-rich western region has great potential to help enhance domestic demand as the regional population accounts for 27.5 percent of the country's total, while consumption only takes 18.4 percent of national retail sales, Du said.Early this week, NDRC said it will unveil 23 new infrastructure projects in the western region this year, with a total investment of 682.2 billion yuan (100.62 billion U.S. dollars). The money will be utilized in building railways, roads, airports, coal mines and hydro-power stations.More investments in these new projects than in those started in 2009 reflected the government's intention to push the growth further into the poorer inland region, UBS Securities economist Wang Tao said in an emailed note to clients.China initiated a western region development strategy in 2000 in an effort to help this less-developed area catch up with the relatively well-off coastal area. The strategy covers infrastructure construction, attracting foreign investment and increased efforts in ecological protection. The western region involves six provinces, five autonomous regions and Chongqing municipality, accounting for more than 70 percent of the Chinese mainland's area and habitat of 75 percent of the country's ethnic minority population.Due to this strategy, the combined gross domestic product of the western region reached 6.69 trillion yuan in 2009, four times more than the 1.67 trillion yuan in 2000.

BEIJING, July 13 (Xinhua) -- China's health chiefs Tuesday renewed their commitment to providing the country with iodized salt and refuted concerns of excessive iodine intake.Chen Rui, an official with China's Health Ministry, said at a press conference that the benefits of iodized salt still outweighed the concerns of excessive iodine, citing the results of nationwide risk assessment of iodine intake led by the ministry. The assessment was carried out in response to claims from media and medical experts that some regions, coastal areas in particular, reported cases of excessive iodine intake since last year.Chen said iodized salt was still essential in China.Since 1996, iodine has been added in salt across the country because in most parts of the country, the average diet is iodine deficient. Both iodine deficiency and excessive intake can lead to thyroid diseases.Chen Junshi, a research fellow with China CDC involved in the assessment, said even in coastal areas the risk of iodine deficiency still loomed larger than excessive intake.

HOHHOT, Aug 16 (Xinhua) -- Xu Caihou, vice chairman of China's Central Military Commission, urged Chinese armed forces, on Monday, to constantly intensify their military training to improve their combat capability during an inspection tour to forces stationed in Inner Mongolia. He further called for continued efforts to transform military training based upon mechanized warfare to that based on information warfare, which he said was a necessity to building an army that could win battles in modern warfare. The starting point of, and the key to transforming military training, is to strengthen training aimed at achieving electromagnetic dominance, he said.He urged all-level committees of the Communist Party of China within the armed forces to enhance the leadership of military training and uphold its core status.

CHENGDU, Aug. 22 (Xinhua) -- Rescuers Sunday reopened a key road leading to a mudslide-hit county in southwest China's Sichuan Province, which local officials called an important step in speeding up relief and rescue efforts.Traffic resumed on National Highway 213, linking the provincial capital Chengdu to Wenchuan County, on Sunday afternoon after emergency crews worked for nine days to clear the mudslide sludge and debris on the highway. On August 13, mudslides struck parts of Wenchuan, cutting a section of the highway after torrential downpours pelted the Tibetan and Qiang Autonomous Prefecture of Aba.At least 15 people have been killed and 31 remain missing, according to the latest available government figures.Wenchuan was the epicenter of the 8.0-magnitude earthquake that jolted Sichuan and neighboring provinces in May 2008. The quake left some 87,000 people dead or missing.Heavy precipitation is particularly dangerous in terrains once shaken by earthquakes, which then become more vulnerable to geological disasters, said Hao Liping, the head of the provincial meteorological bureau.

BEIJING, July 7 (Xinhua) -- China's Ministry of Health issued a circular Wednesday advising the nation's medical facilities to gear up for a rise in the number of people suffering from heat-stroke and other heat related ailments given the recent hot temperatures. The number of people suffering from heat-stroke and related disorders has risen sharply over the last few days, reads the circular without giving specific figures.Beijing-based Chaoyang hospital reported a significant increase of cases showing heat-induced symptoms such as dizziness, according to the Health News, the health ministry-run newspaper. The hospital has 450 such cases in emergency care each day now, compared to 360 cases just a few days ago.The ministry ordered hospitals across the nation to make sure people suffering from heat stroke get timely and proper treatment.Beijing reported an average temperature of 40.3 degrees Celsius at 4 p.m. Monday, the highest temperature in the first 10 days of July in 50 years. The capital city cooled a little bit Wednesday, and rains are expected for China eastern regions starting Thursday, offering some respite.
