BEIJING, Aug. 28 (Xinhua) -- China's top legislature on Saturday approved an amendment to the Basic Law of the Hong Kong Special Administrative Region regarding the method of selecting Hong Kong's Chief Executive.The amendment to Annexes I to the Basic Law was approved at the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature, which ended Saturday.The NPC Standing Committee approved an examination report on an amendment to Annexes II of the Basic Law concerning the formation of the city's Legislative Council and agreed to file it on the record.The NPC Standing Committee's concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The two amendments would take effect after the legislature's approval, Wu said.Wu said the two amendments had embodied the common opinions among the Hong Kong communities, gone through due procedures in the laws and was in accordance with interpretations and decisions of the NPC Standing Committee.The two amendments would help to maintain and promote the long-term prosperity and stability in Hong Kong, Wu said.The NPC Standing Committee members had called for unswervingly following the principle of "one country, two systems" and the Basic Law, to push forward a gradual promotion of Hong Kong's political system, Wu said.Legislators at the session also adopted the People's Mediation Law and the amendment to the Law on Officers in Reserve Forces.Further, President Hu Jintao signed decrees to publish the new Law, which will come into effect in 2011, and the amendment to the Law on Officers in Reserve Forces, which will be implemented after its being published.The legislature also ratified the International Convention for the Suppression of Acts of Nuclear Terrorism.During his speech at the concluding meeting, Wu also said the situation of China's economy was in a crucial stage from recovery to a steady growth.However, he noted that the work to maintain satisfactory growth was still an arduous job.Wu also said he appreciated the reports on cleaner production inspection and grain safety work, which were presented during the session.The NPC Standing Committee also appointed Chen Jianguo and Shi Zongyuan as vice chairmen of two special committees under the NPC.

They discussed Sino-Israeli relations and the current status of the Middle East peace process.China has consistently advocated that all concerned parties settle their differences through negotiations, and achieve comprehensive peace in this region, said Wu. The direct talks between Israel and the Palestinians, which started early September, is an important opportunity in the peace process, and has firm support from China, he added.Wu said that China is deeply concerned about the present stalemate in the talks. Chinese government calls for efforts from all parties to show flexibility and compromise on various issues, including settlement construction, so as to put the negotiation back on track, reach a final-status agreement, and realize peaceful coexistence between Israel and the Palestinians, he said.Meridor speaks highly of the active role China has played in promoting the Middle East peace process. BEIJING, Oct. 11 (Xinhua) -- The value of yuan, China's currency Renminbi, hit new high against U.S. dollar Monday as the central parity rate of the yuan was set at 6.6732 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.Monday's central parity rate beat the previous record of 6.6830 on Oct. 8.The yuan has picked up its strength against the U.S. dollars and seen increased volatility in the trading days since the People's Bank of China (PBOC), the central bank, announced on June 19 this year to increase exchange rate flexibility.Based on Monday's central parity, the Chinese currency has strengthened against the U.S. dollar by about 2.26 percent from the rate of 6.8275 per U.S. dollar that was set a day before the PBOC's pledge to increase flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate during trading each day.China would continue reform of the formation mechanism of its currency exchange rate to improve its flexibility, but will do so in a gradual way, Zhou Xiaochuan, Governor of the People's Bank of China, China's central bank, said in Washington on Sunday.

BEIJING, Nov. 4 (Xinhua) -- A senior official with the China Chamber of International Commerce (CCIC) said Wednesday the United States has launched the wrong probe at the wrong time into the policies and practices by China in its green technology sector, as now is the "best time" for bilateral cooperation in the sector.The denunciation of the 301 probe by Lin Shunjie, CCIC deputy secretary general, came after the U.S. government decided to initiate an investigation on Oct. 15 into China's policies and practices in the clean energy industry, acting upon a petition filed in September by the United Steelworkers union.The union claimed the massive subsidies and discriminatory policies by China were shutting U.S. businesses out of China's renewable energy market and causing job losses in the United States. These charges come amidst worries that U.S. protectionist measures against its trade partners might be on the rise due to its sluggish economic recovery.However, Lin Shunjie said government subsidies in the United States to protect its clean energy industry were more extensive than those in China, adding the United States should reevaluate its subsidy policies and to especially benefit small and medium-sized companies.Further, Lin suggested the U.S. government increase the channels of financing for these small-scale companies in order to improve their competence in trade, rather than accuse other countries."The competence of small and medium-sized renewable energy companies in the United States is far behind those in Europe, Japan, and even Australia," said Lin, "while the Chinese market is open and is willing to import more products from overseas."Lin added that China had a trade platform for imported goods exhibitions in Shanghai, but so far very few U.S. companies have reached deals.
