Congress passed a bipartisan bill to address the opioid epidemic, and this week the president signed it into law. It's one of the few things that brought Democrats and Republicans together.“Opioids is definitely an issue where there's a lot of bipartisan agreement,” says Republican strategist Brian Bartlett. “We saw the Senate pass their version 99-1. The House also overwhelmingly passed legislation back in June the first time around to address this issue.”Democratic strategist Brandon Neal agrees, saying the issue of opioids is a bipartisan issue affecting everyone.On average, a person dies from an opioid overdose every eight minutes, according to the CDC.“Right now, we're in a point in our society where every average person, everyday person, is affected by this,” Neal says. “So, one pill kills.”The impact of the problem is so big, it forced both political parties to come together to pass a bill that will boost programs to treat addictions, keep a closer eye on prescriptions and promote research to find new drugs that are not as addictive.“I think the next step is to start enacting some of the changes this legislation offered, because in a lot of ways, this was a comprehensive bill, but we need to see what's going to be most effective and what works,” Bartlett says.Just this week, there was a small glimmer of hope. Crews in Baltimore County, Maryland are at the scene of an explosion inside of an apartment building on Wednesday. Officials say the explosion happened on the second floor of the apartment building in the 3400 block of Carriage Hill Circle. COVINGTON, Ky. -- At least three Northern Kentucky school districts will be closed Monday after state lawmakers rushed through a pension overhaul plan.Covington Independent, Boone County and Kenton County schools confirmed they'll be closed April 2.Covington spokesperson Deb Vance said 180 of 271 teachers called to say they're taking a personal day on Monday. The day will have to be made up later, she said. In Boone County, Superintendent Randy Poe said a day off will let teachers and families travel to Frankfort."Drastic times call for drastic action," Poe said in a letter to parents. "Although closing school is the last thing anyone wants to do, one of the reasons for this decision to close school is because educators feel one of their main responsibilities is to advocate for the children of the Commonwealth."The bill passed Thursday night preserves benefits for current retirees. Most benefits for current workers would also be preserved, but sick days would be capped after this year and will not be applied toward retirement. Some teachers would also have to increase the amount they pay to fund retiree health.However, future teachers would not be guaranteed a set pension when they retire, and would instead use a hybrid 401(k) plan that requires them to contribute more. 1298

CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking. To date, there is no credible scientific evidence to support this claim. Arguably, vaping bans do more harm than good as smokers see switching to smoke-free products as having no advantage over the combustible products they will continue to use." 1712
