SAN DIEGO (KGTV) -- COVID-19 has brought us stories of loss, heartache, and despair. But we've also seen humanity pull together in acts of service and sacrifice.For RN Ana Wilkinson it's a calling born from her childhood, a past not without pain.When Wilkinson arrived in New York City in the midst of the pandemic. She was unprepared for what she witnessed. Put on the floor that night, Wilkinson was given 15 COVID patients. Despite all her efforts, she would lose 8 patients that night. While she says some nurses quit the next day, she decided to stay and "just be Ana." For Ana that meant an unorthodox approach to the sickest patients. She would smile, hold their hands, and dance.Behind her mask of optimism were a lifetime of pain, loss, and sorrow. Something she tries to make better for her patients and their families.At around three years old Ana and her family immigrated to the U.S from Nicaragua as refugees. Childhood was difficult. Her mother's alcoholism would lead to abuse. Abuse and neglect would lead to Ana being put in a foster home. Some days she went to school with bruises.All this Ana says makes her see things differently. She believes it helps her to be more compassionate as a nurse. She is now happily married to a firefighter and has two young boys but volunteering to provide medical care where it's needed is an important part of her life. Whether it's New York City or other countries around the world, Wilkinson answers the call. Always ready to be there in a patient's darkest hours... hoping just maybe her smile can bring light.As part of this story Hunt interviewed Del Mar Clinical Psychologist, and international personality expert, Dr. Richard Levak. Levak has been tasked by American television series such as Survivor, Apprentice, and The Amazing Race to analyze personalities to determine capable candidates and group dynamics. Dr. Levak has never worked with Wilkinson but provided research and analysis. He said the most important thing for all hospitalized COVID patients is not to feel alone. SAN DIEGO (KGTV) - As President Donald Trump threatens to shutdown the U.S.-Mexico Border, San Diego leaders are in Mexico City to strengthen economic ties and talk binational business.Five mayors and nearly 100 elected officials, business and community leaders from San Diego and Baja California left for Mexico Sunday for the San Diego Regional Chamber of Commerce’s 14th annual Binational Delegation to Mexico City.San Diego Mayor Kevin Faulconer said the top two issues up for discussion are the continuing Mexican sewage runoff problems that impact our beaches and the free trade relationship between the U.S. and Mexico.Monday, Mexican officials said 70 percent of trade with the U.S. is by trucks, and the Mexican Government is ready to collaborate with the U.S. to ensure border safety and that trade flows efficiently.“Free trade is incredibly important to our region here in San Diego,” said Faulconer. "We have over 100,000 jobs that are dependent upon trade with Mexico.”Faulconer said the goal is to create a safe, secure and functioning border. He is also calling for the approval of the new United States-Mexico-Canada Agreement, or USMCA.The Chamber also said advancing USMCA is a key priority of this week's meeting.Monday the delegation will discuss the U.S. Mexico trade relationship, including the border, immigration and economic development. On Tuesday the delegation will discuss the U.S. Mexico water policy.Imperial Beach Mayor Serge Dedina has been pushing for the Mexican government to rebuild basic sewage infrastructure. The sewage runoff from the Tijuana River Valley flows into some of our local beaches, shutting them down for days and sometimes even months.Dedina said he hopes to come back to San Diego with new solutions to resolve the ongoing, decades-old issue.“Will be really pressing really hard with high-level officials to really move this forward so we can continue to have clean beaches,” he said Sunday.The leaders will wrap up their trip to Mexico on Wednesday. 2016

SAN DIEGO (KGTV) – Another heat wave in the forecast could leave Californians in the dark this weekend. San Diego Gas and Electric is preparing for a hot weekend as high temps are expected to cause more strain on the power grid.Energy officials are hoping to avoid a repeat of last month when rolling blackouts swept through the state for the first time in 11 years.The California Independent System Operator, or CAISO, was forced to order blackouts in response to high demand.“For the grid to operate, demand on the grid needs to be matched evenly with supply,” said Helen Gao with SDG&E.Ahead of the heat this weekend, SDG&E meteorologists are closely monitoring conditions.At this point, CAISO says they haven’t told SDG&E to prepare for rotating outages over the weekend. CAISO says it plans to issue a Flex Alert, which it says is a voluntary call for conservation.CAISO said the recent rotating outages were the result of a number of factors, including generation units being out of service, reduction of the amount of energy California was able to import from other states, and a sudden drop in wind energy.If CAISO issues a flex alert, the power company will activate their demand response programs. It encourages customers to cut back on energy use to reduce strain on the grid. Outages would only be ordered by CAISO as a last resort. On Tuesday, the State Water Resource Control Board took action to prevent more outages in the future. They’re now along four gas power plants to continue operations past 2020. They were set to stop production as California transitions to cleaner energy sources. The extended deadline is expected to ease the strain on current systems while new energy and storage resources are being built.If an outage is planned for a neighborhood, SDG&E says they try to give all customers a heads up before the lights go out.How these rolling outages workRolling outages are a method that CA ISO uses to take the load off of California's power grid. When the state says the grid is under too much stress, each utility in the state has a percentage of electricity that needs to be taken off of the grid to meet whatever wattage CA ISO is aiming for, according to SDG&E. That amount that a utility will be asked to cut during these rolling blackouts is approved with CA ISO regulators every year.SDG&E determines which neighborhoods will be impacted by creating a list of blocks. Each of those blocks accounts for about 25 megawatts of electricity. Once CA ISO tells SDG&E how much power it needs to cut, SDG&E goes down that list from the top, de-energizing blocks until it is told to stop.The next day, the company picks up where it left off on the list, so that the same neighborhoods aren't affected every night. Once SDG&E goes through its entire list, it starts at the top again.Outages can last up to an hour but can also be relatively quick. Saturday, the first block de-energized lasted for about 17 minutes, according to the company.What you can do to helpTo avoid rolling blackouts, officials say the best way is to take energy conservation seriously. Because these outages are issued by the state, conservation is needed by all Californians in these instances.Officials recommend setting the thermostat at 78 degrees, turning off unnecessary lights and electronics, and using appliances before 3 p.m. to help save power.During power shutoffs, SDG&E suggests customers turn off air conditioners, keep refrigerator and freezer doors closed, and reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said.SDG&E offers more safety tips to keep in mind during an outage here. 3805

SAN DIEGO (KGTV) — California Highway Patrol officers arrested a driver who knocked over a light pole on Interstate 5, causing it to fall into the path of oncoming traffic Friday night.It happened on the northbound lanes of I-5 just before the State Route 163 connector.The driver of a white Chevy Impala went off the road crashed into two light poles, knocking one of the light poles onto the right lane and into oncoming traffic.CHP says at least seven cars smashed into the downed light pole, damaging the vehicles. However, there were no injuries.The driver of the Impala told CHP he merely fell asleep behind the wheel, but after a sobriety test, he was arrested.“He was arrested for DUI,” said Steve Jio, with the CHP. “Possibly drugs, and we’re taking him to our station to be evaluated."Three lanes of I-5 were closed off for about an hour as crews removed the damaged vehicles and the downed light pole.Crews plan to replace the light pole Saturday morning. 974

SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183
