SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) - Police have confirmed that the 19-year-old woman shot near Sunset Cliffs Thursday morning was targeted. Police told 10News they received a call at about 7:10 a.m. from a person who spotted a bleeding woman lying on a staircase next to the beach off Ladera Street, near Sunset Cliffs Boulevard.Responding officers arrived and found the woman with multiple gunshot wounds.The 19-year-old was taken to UC San Diego Medical Center. Police said Thursday afternoon that the woman is in stable condition and was able to tell police she had no idea what happened.Police said they do not have any information on a suspected shooter at this time.Police told 10News they have not been able to find anyone who heard gunshots or saw what might have happened. 792

Junior Achievement of San Diego County hosted the Helix High class of seniors at their Finance Park. "These are all seniors getting ready to go into the real world, this is a program getting them real-world ready," said Valerie Hash, Capstone Manager for Junior Achievement. In the four-hour crash course, students become adults for the day, complete with a salary, family, education, and debt. So then they understand all the decisions their family has to make in order to make their life awesome and possible," said Hash. When taking out loans and making other purchases, students see real-world San Diego costs. SAN DIEGO (KGTV) -- Police are investigating a shooting in San Diego’s Corridor area that was reported following a vehicle crash early Tuesday morning.A DoorDash driver told ABC 10News he was on his way to make a delivery when he was involved in a collision with a car on 37th Street and El Cajon Boulevard at around 4 a.m.The other car drove off, and the DoorDash driver followed it to 37th Street and Meade Avenue until the car came to a stop.According to the delivery driver, two men got out of the car and fired shots towards him. The delivery driver said he was not struck by the gunfire and was able to drive away to call 911.A short time later, at an apartment complex in the 4600 block of 35th Street, police spotted the car that matched the delivery driver’s description.A woman believed to be the car’s driver and two others were detained for questioning by officers.There is no word on if any arrests were made. 930

SAN DIEGO (KGTV) — New numbers show the trash continues to pile up at San Diego landfills.San Diego County's daily waste disposal per person increased from 5.5 pounds in 2016 to 5.6 pounds in 2017, according to the research group, Equinox Project, the nonprofit institute at University of San Diego."When the economy's booming and there's more disposable income, people tend to buy more stuff. That means more packaging, and it tends to come with more waste," said Nilmini Silva-Send, a researcher with the Equinox Project.San Diego County's disposal rate is among the highest in the state.More trash means more greenhouse gasses released and less landfill space. As for the biggest trash makers, Del Mar comes in at more than 17 pounds per person, followed by Coronado and Carlsbad. The Del Mar Fairgrounds and Naval Base Coronado are among several possible factors. "The higher the socioeconomic level, the more waste they will tend to produce," said Silva-Send. The cities tossing the least amount of trash per person are Oceanside, Chula Vista, and Imperial beach. The biggest increase for trash disposal happened in Santee, while the biggest year-to-year decreases were in Imperial Beach and National City. The waste report is part of the Equinox Project's annual Quality of Life Dashboard report, which provides a snapshot of economic and environmental trends in the region. 1389
