SAN DIEGO (CNS) - Monday is the deadline for San Diego County residents to register to vote in the Nov. 3 election.County residents will need to register or re-register to vote if they are not registered in San Diego County, recently moved or changed their name.County residents can check their registration status online at sdvote.com. SAN DIEGO (CNS) - A San Diego firefighter who allegedly raped a 17- year-old girl was ordered Friday to stand trial on four felony sexual assault counts.Justin Curtis Price, 35, a fire engineer-paramedic who has been with the city public-safety agency for 10 years, was arrested in late April for the alleged Nov. 1, 2018, sexual encounter.Prosecutors allege Price had known the teen since she was about 9 or 10 years old. SAN DIEGO (CNS) - A wrongful death lawsuit was filed Monday on behalf of the family of a 24-year-old woman who died last fall at the Las Colinas Detention Facility in Santee.Elisa Serna died Nov. 11, 2019, a few days after she was booked into the county jail.Earlier this year, the sheriff's department said Serna died from complications of drug abuse, with a contributing factor of early intrauterine pregnancy.The lawsuit filed in San Diego federal court alleges jail staff were aware of Serna's substance abuse and subsequent withdrawal symptoms, but did not provide her with treatment. Though Serna was fainting, had low blood pressure, was vomiting regularly and displaying odd and incoherent behavior, jail staff "ignored the obvious signs of medical distress" and "failed to provide proper medication as Elisa's condition was worsening," the complaint alleges.Sheriff's officials could not immediately be reached for comment on the suit, which names San Diego County and Sheriff Bill Gore as defendants.Plaintiffs in the suit include Serna's parents, Michael and Paloma Serna; her husband, Brandon Honeycutt, and a minor child referred to as S.H.The sheriff's department has come under fire recently over a spate of deaths among county jail inmates, which were referenced within the complaint.The lawsuit cited news reports indicating the county had the highest jail mortality rate among the state's largest counties, and said prior deaths from inmates suffering from withdrawal symptoms should have made jail staff aware of the potentially fatal consequences of those symptoms.The suit also alleges staff are inadequately trained and in-custody deaths at county jails are not being properly investigated."Even though inmates are dying or suffering catastrophic injuries at an alarming rate at San Diego County jails, the medical and correctional staff whose actions or inactions cause the deaths are not investigated; not informed of their failures; not given further training or remedial instruction; and are not monitored or closely supervised after these adverse events," the lawsuit alleges. 2111

SAN DIEGO (CNS) - A man who fatally stabbed his 66-year-old uncle during an argument in their Pacific Beach condominium was sentenced Monday to 15 years to life in state prison.Randy Bautista Baisa, 39, pleaded guilty to a second-degree murder charge in connection with the 2018, killing of Merlino Bautista. Authorities said the defendant and the victim lived together.Prosecutors said Baisa -- who has significant mental health issues, according to the prosecution and defense -- stabbed his uncle 16 times, mostly in the back. SAN DIEGO (CNS) - Drug use among teens booked into San Diego Juvenile Hall reached its highest rate since 2000, with 62% of those interviewed testing positive for an illicit substance last year, up 4% from the previous year, according to a report released Monday.According to the San Diego Association of Governments, 57% of 109 juveniles interviewed in 2019 tested positive for marijuana, also the highest rate since 2000 and an increase of 2% compared to 2018.Ninety-two percent of interviewees reported trying marijuana, compared to 86% for alcohol and 70% for tobacco, according to the SANDAG report. Overall, 93% of juveniles reported trying some kind of illicit substance.Nearly 60% of respondents also said marijuana was the first substance they had tried, compared to 27% for alcohol and 12% for tobacco.Overall, those who had used marijuana, alcohol and tobacco reported getting started at or before age 13 1/2, on average.Just over three-quarters of the youth interviewees reported having tried vaping, and 49% reported vaping at school. The most commonly used substances were flavored nicotine, 90%, marijuana/THC, 73%, and non-flavored nicotine, 26%.When asked to rank how harmful they thought specific drugs were on a four-point scale, 17% of respondents said marijuana was "very bad" or "extremely bad"; 58% thought tobacco was "very bad" or "extremely bad" and 37% said alcohol belonged in those categories.Nearly 60% reported that they did not view vaping as harmful and 39% thought vaping was less harmful than smoking cigarettes.Among other findings:-- 91% of those interviewed said it was easy, or very easy, to obtain marijuana; 79% of those interviewed said the same about alcohol and 93% said the same of tobacco-- 42% reported abusing prescription or over-the-counter drugs, with 81% of those reporting that they had used tranquilizers, such as Xanax, and 50% saying they had tried codeine-- 50% reported prescription drugs were "very easy" or "easy" to obtain, down from 70% in 2017-- 11% of interviewees tested positive for methamphetamine, up from 10% in 2018 2093
